CIA PLENARY MEETING 1999
CIA BUREAU ACTIONS DURING 1998
1. World Air Games 2001
Bureau recommendation to FAI that:
- The CIA Bureau expresses its preference for Spain to host the 2nd World Air Games in
2001
The CIA's reservations regarding the bids in general are as follows and were noted in
the CIA's report to the FAI WAG Co-ordinating Committee:
- WAG aerostat events shall not automatically have World Championship status, and organisers wishing to organise an aerostat World Championship shall comply with the CIA sanctioning process in this respect.
- WAG organisers should agree to work closely with the CIA to try to organise an AA Category 1 event.
- Entry fees should be reviewed in detail and a more flexible multi-options approach chosen in offering and pricing services.
- The CIA also feel that the WAG is primarily a competitive event, and whilst fiesta type ballooning events can undoubtedly contribute to enhance the overall effectiveness and public appeal of the WAG, this should not be at the expense of the competitive events and the competitors.
Bureau decisions that:
- 2001 will be a WAG year and not a World Championship year. World Championships will be in 2002 and even years thereafter
- From 2001 onwards a new calendar of events be developed
- A new selection process for competitors participation in the WAG be studied
- New rules/scoring format for AX WAG events be studied
- Jo Starkbaum and/or G. Scholz be approached to advise on possibilities for a Gas
Balloon event at the WAG
- Proposals/nominations for the selection of Event Directors for the WAG Ballooning
events be made prior to the 1998 CIA Plenary Meeting
2. AKWAWIT CUP 1998, Poland
- The Bureau approved the change of Event Director to Ms. Heidrun PROSCH following the resignation of Mr. Jacques BERNARDIN.
3. COUPE GORDON BENNETT
Bureau decisions that:
- The Event Director and the Organisers of the COUPE GORDON BENNETT 1998 (Helmut KOCAR and the NAC of France) be directed to revert to the 1993 MERs in respect of rule 2.2
- After cancellation of the 1998 event by the Organisers, the Bureau decided to inform the CIA Members by letter that the COUPE GORDON BENNETT 1999 would be subject to an open bidding process.
4. INTERNATIONAL YOUTH CAMP, Czech Republic
Bureau decision that:
- On request from the Organisers, the German DFSV Youth section, the Bureau decided to grant an exceptional and conditional CIA subsidy of DM 1,600 to the Organisers, in order to allow 5 more international participants to participate.
5. USE OF TRAILROPE IN RECORD FLIGHTS
Bureau decision that:
- There is no need for new interpretation or immediate change of the Sporting Code Section One rules regarding use of trailropes. In fact, rule 3.2.10.5 - LANDING POINT, does only concern the LANDING phase of the flight and stipulates that (during this phase) contact between a trailrope and the ground does not constitute a LANDING, unless the aerostat is moored. It was however agreed that the SC wording requires some clarifications, and that the Records Review SC would look into this and make a
recommendation to the CIA Plenary in this respect.
- The President of the RR-SC is to inform the RTW contenders and their respective NACs about this decision.
6. LOCATION OF CIA PLENARY MEETING IN 1999
Bureau decision that:
- Due to the relocation of the FAI to Lausanne/Switzerland as of January 1st
- 1999, the 1999 CIA Plenary Meeting would have to take place in Lausanne and not in Paris.
7. FAI MEDIA WORKSHOP
- Bureau approved the appointment of Alex Nagorski (CAN) to represent the CIA at the
- first FAI Media Workshop to be held in Lausanne in February 1999. Expenses to be covered
- by the CIA.
