The CIA Jury Board unanimously adopted the following recommendations for consideration by the CIA Plenary

1. JURY TESTS

The Jury Tests 1-5 to be revised reflecting changes in Statutes, Bylaws and Sporting Codes.

Revised documents to be finished by April 1 and thereafter be available on the CIA Web.

2. RECURRENT TRAINING

Revised training questions to be available for downloading from the CIA Web by April 1st.

Revised Test 4, questions 19-25 to be sent to current Senior jurors by April 30th.

3. DIRECTORS REPORTS

Form for Event Director Reports to be established

4. 1999 CIA JURORS LIST (Appendix 1)

New Entry Level Jurors: Thomas Fink, Germany, Luc van Geyte, Belgium, Torben Hansen, Denmark, Hanne Hohmann, Germany and Christer Ödman, Sweden

Upgradings to Intermediate Level: Dominik Haggeney, Germany and Risto Jalava, Finland

Upgrading to Senior Level: Don Cameron, Great Britain

5. JURY BOARD NEWS 1999

Results of the 1999 CIA and Jury Board meeting to be circulated to Jurors by E-mail and regular mail and be available on the CIA Web. Updated information (Events and Protests) to be available as nessesary by the same channels.

6. JURY HANDBOOK REVISION

The updated Jury Handbook to be brought to the same format and standard as other CIA documents. The new Handbook to be available for downloading from the CIA web. The application forms to be available as a separate document.

7. JURY TRAINING MANUAL

At present documentation from 5 protest cases are available at the CIA web. Two more will be available shortly.

Recommended to:

- Publish further material when available

- Keep original text unaltered but replace names with letters A, B, C etc.

- Encourage Present Jurors and Delegates to send old material to the Jury Board for publishing on the CIA Web.

- Search for Protests that have been the subject of Appeals to the FAI.

- Publish such material together with the decisions of the Appeals Tribunal.

 

8. JURY REPORT

With the permission by the author, Debbie Spaeth, publish the Jury President Report from the 6th World Hot Air Airship Championship as an example of a very constructive report.

9. JURIES AT EVENTS WITH FEW PARTICIPANTS

To study and make a proposal for a changed policy regarding Jury composition and duties at some Events like Gordon Bennett and /or events with small number of participants. The reason for the study will be to reduce the number of officials required and thus reduce the cost for officials in relation to the number of pilots.

10. EVENT DEBRIEFING REPORT

Recommend that after events where a general debriefing takes place, the president of the jury be made responsible for reporting from such debriefings.

11. EVENT JURIES 1999 (Appendix 2)

According to attached list of Events 1999.
