FAI BALLOONING COMMISSION (CIA)
ANNUAL CONFERENCE - Thessaloniki, Greece, March 2000
Motion by the Dutch CIA delegate (revised on request of the CIA President.)
Given:1) That the CIA delegates require sufficient time to study and reflect upon changes within the CIAs structure,
2) the need to address pressing concerns of active competitors within the CIA.
3) the apparent lack of communication between competitors and some of their respective delegates, and
4) the fact that specific needs and concerns of competitors cannot always be sufficiently addressed within the CIAs present structure,
It is proposed that the CIA adopt the following motion:
That the CIA establish the Competitors Subcommittee with the following mission directive:
Establishment, Duration and Disestablishment:
The Competitor's Subcommittee, responsible to the CIA (Statutes 5.1.2.5), is established for an unlimited period of time in March 2000 by a two thirds majority vote of delegates present or represented (Statutes 5.1.2.3). The committee may be disestablished by the CIA plenary meeting by a two thirds majority vote of delegates present or represented (Statutes 5.1.2.3).
Mission and Responsibility:
The committee shall advise the delegates and other standing committees or working groups on matters that concern competition in aerostation
The Subcommittees purposes shall be to:
1. Advise and assist CIA Subcommittees and Working Groups on all issues concerning competition.
2. Assist the EPAS Subcommittee by actively soliciting bids for FAI competition events, and thereby increasing the quality of the events through competition for sanctioned competition events.
3. Advise the EPAS Subcommittee
* on the suitability of proposed event organisers based on past performance or guarantees of performance,
* in developing minimum standards for any events to be considered by the CIA, including but not limited to competition venue, area and site,
* in developing guidelines relating to costs imposed on pilots by the organizer.
4. Develop standard guidelines for the selection of event officials. This would include the implementation of written testing similar to materials now in use by the Jury Board. Additionally, it would provide for standards of experience and success in past events in each officials respective position.
5. Propose papers or recommendations relating to competition to the CIA Plenary.
6. Address new items that may be of concern to the general competition community as they arise.
7. Act as advisor and resource to the delegates on matters relating to competition.
8. A web site shall be maintained by the CSC as a branch of the CIA site, identifying and discussing issues that are before the committee so that any competition pilot, committee member or CIA delegate can be fully informed as to the issues.
9. Provide for a public and open forum at each major event for constructive input from competition pilots on issues that may concern them. The conclusive report of each forum to be sent to each committee member and the CIA President.
Composition:
The committee shall consist of a Chairperson, elected annually by the CIA Plenary meeting (IR 6.1.4), and 5 voting members proposed by the Subcommittees Chairperson to the CIA Plenary meeting. The Chairperson will be proposed by current international competitors, who are their nation's champion or representatives selected by them, and nominated by the CIA Plenary Session. They shall be approved "in toto" by a majority vote (IR 6.1.5). The committee may chose to invite advisers to the committee (IR 6.2.5) if they show particular aptitude and interest. Thereby, any truly interested competitor from any nation would have an equal chance to contribute to the work of the Subcommittee.
Procedures:
Approved procedures are as laid down in Para. 6.2 of the CIA IR. It is suggested that the bulk of the work of the committee be done by e-mail and that the members communicate with their competition populations in the same manner on a regular basis.
