Report on meeting in Thessaloniki, Greece

1.     1999 MINUTES

Some remaining business carried over for action during year 2000. Included below.

2.    RECURRENT TRAINING

Recurrent training: Six jurors answered the training questions published on the web. Similar test will be used 2000.
Training Manual: Seven protest cases are published. Will be increased to ten during March 2000. Three appeals cases will also be published during March 2000.
Protests from events 1999 will be added later.
Test 4, Q 19-25: When updated, relevant parts will be distributed to all Senior Jurors who have not yet taken them.
AX MER: Divided in three parts and changes in scoring formula 3 may require updating of Test 3.
Other BX MER, no changes. Sporting Codes, no changes

3.     JURY List 2000 ---- Attachment 1 of Plenary Minutes

New Entry level: Tom-Dragan Miklousic, Croatia and Anita Noguera, Spain.
                               Recommended to CIA Plenary. (Motion 1).

Upgrading: Mary Anne Stevens, Canada to Intermediate Level.
                                Recommended to CIA Plenary. (Motion 1).

BX qualification:   Anita Noguera, Spain and Mary Anne Stevens, Canada.
                                Recommended to CIA Plenary. (Motion 1).

                                Helmut Kocar, Austria added. Approved 1997 but by mistake not entered on the list.

Resignations         Karl Stefan, USA after the plenary meeting asked to be removed. Thanks for many years of work.

5.     JURY BOARD NEWSLETTER 2000

Will be published during spring 2000.

6. JURY HANDBOOK

    Updating will be completed during 2000. Minor changes to contents already decided 1998-1999. Brought to standard CIA format.

7.    JURY TRAINING MANUAL

Published on the web during 1998-1999. Additions March 2000. New cases from events 1999 to be added during year 2000. Printed version will be distributed during the year.

8.     JURIES FOR WAG Cup 2001 and 2nd WORLD AIR GAMES. June 22 – July 1 2001. Seville, Spain

Composition of Juries for AX, BX and AA events. Decided to recommend for WAG Cup 2001 a jury consisting of jurors suitable to be chairmen of the three juries for WAG 2001. Discussed a proposal to reduce the total number of jurors for 2001 by appointing the same jurors to more than one function. Decided to reject the proposal. The three events are flown from different locations. Each jury need to be available at all times. In case there are protests in each event, the handling time will be too long and may delay publication of final results.

9.     EVENT JURIES 2000

Each event organiser had nominated 6 jurors. However in many cases the same names were nominated to several events. Especially September has many events at almost the same dates. Together with other restrictions this made jury selection difficult.

The Jury Board decided to work actively in the future to ensure a wider selection of jurors.

10.     SCORING SOFTWARE

In some events the scoring software has produced result sheets that have not followed the required standard and format. The Jury Board decided to:

Recommended to the CIA Plenary. (Motion 3):

That after final recommendation regarding wording by Statutes & Sporting Code WG through Rules Subcommittee, the following paragraph be added to the appropriate chapter of the Sporting Code, Section 1 (chapters 5 and 7). The new text to be in effect from January 1st, 2003.

Scoring software for a CIA Sanctioned Event shall be approved by CIA at the latest 3 months before the start of the event.

Note: The CIA approval may be by "Benchmark test" performed by appropriate Working Group or Subcommittee. It is still the duty of the event jury to verify the validity of the scoring.

11.     CHANGE OF REQUIREMENTS FOR JURORS

The Jury Board studied the requirements regarding ballooning/piloting experience for CIA jurors. These requirements are loosely defined and do not describe past practice. In many cases comprehensive ballooning experience has been accepted as a substitute for actual piloting experience. It is not clearly expressed if piloting experience refers to Pilot-in-Command experience.

The Jury board therefore decided to recommend to the CIA plenary 2000 that these requirements are changed.

 

The Jury Board recommended the following changes to the Jury Handbook, Appendix C, 1-3. (Motion 4).

Entry Level Juror: - Delete: - Must have some piloting experience in aerostats

Senior Level Juror: - Add: - Must have Pilot-in-Command experience in aerostats

12.     RULES FOR PENALTIES FOR AIRSPACE VIOLATIONS

The penalties for airspace violations in AX MER are not same as in GS 5.2.2.3. The GS rules may not be applicable to Aerostatic events. The rules in the MER also use airspace restriction definitions for cases where Air Law is not an issue.

Decided to recommend that the AX Working Group review all rules wholly or partly taken from the Sporting Codes, General Section and Section 1 to the AX MER and study and recommend updates to the CIA plenary meeting 2001.

13.     JURY COMPOSITION AT SECOND CATEGORY AND NATIONAL EVENTS.

There are no detailed rules in the Section 1 for second category and national events except for CIA PREMIER FIESTA MEETINGS. If requested, the CIA, in co-operation with the balloon federation and the NAC concerned, will interpret and advice how to apply FAI rules for such events.

14.     DELETION OF RULES REGARDING JURY SELECTION FROM AX-MER

The AX MER WG had suggested that some rules regarding Event Jury selection and requirements be deleted from the AX MER. The Jury Board agreed to some of the suggestions where the rules were of little value for competitors by the time they receive the Event rules.

15. AX MER UPDATE

The Jury Board recommend that the AX Working Group review all rules wholly or partly taken from the Sporting Codes, General Section and Section 1 to the AX MER and study and recommend updates to the CIA plenary meeting 2001.

16. EVENT JURIES 1999

In two cases jury members appointed by the 1999 CIA Plenary became unavailable. Replacement jurors were appointed by the CIA Bureau.

In another case there was insufficient communication between Event organiser and the Jury Board. The communication procedures will be upgraded.
