Event Planning and Advisory Service (EPAS) Meeting Minutes

Meeting at the Mediterranean Palace Hotel,Thessaloniki, Greece

March 2, 2000

  1. EPAS presentation on event debriefings, surveys and CIA Question and Answer sessions at events.
  1. Review of sanctioned events and event evaluations for 1999
  1. Report by Les Purfield of the Standards and Evaluations WG
  2. Recommendations for 2000 events
  1. Event sanctions recommended for 2000
  1. Report and recommendations by Event Development and Assistance Working Group
  • Review of 3 already sanctioned events being completed
  • Review of 6 Category One sanction applications
  • Review of 4 Premier Sporting sanction applications
  • Review of 1 Premier Fiesta sanction

We have appreciated that several organisers informed us early about their intentions to ask for a CIA sanction and would appreciate that all organisers inform us as early as possible about their intention – even if an application would be very incomplete at the moment.

  2. EPAS will review format of current Agreement for 2000
  1. Review Working Groups suggestions for improving events in 2000
  1. Need to improve public relations efforts before, during and after events and requirements are now part of the Organisers Agreement.
  2. For safety and media purposes encourage adoption of tracking and reporting devices for long distance races (e.g. Gordon Bennett
  3. Other suggestions
  1. Event Planning and Sanctioning Manual
  1. Progress on a new manual has been slow this year due to other EPAS workload but the project will move ahead substantially in 2000 where appropriate
  2. Will try to incorporation other CIA documents
  1. Review CIA event categories and names

Will try to explain in greater detail in new Event Planning and Sanctioning Manual

  1. Review of current sanction event sanction fees (Internal Regulations 7.2.2)

Current practice is for event organisers to offer a sanction fee to CIA but would like to see the sanction fee standardized on a type of event basis.

Suggested options are:

a) Mixed formula (CHF)

  • World Championship - 5 000
  • Continental Championship - 2 500
  • Category 1 events- 30 per a pilot
  • Other events - 20 per pilot

b) Per balloon formula (CHF)

  • World Championship - 60 per balloon
  • Continental Championship - 40 per balloon
  • Category 1 events- 30 per balloon
  • Other events - 20 per balloon
  1. Publishing Sanction information on the CIA Web site.
  2. It could be useful for pilots, officials and observers to publish the sanction application information on the CIA Web site, provided an FAI Organisers Agreement has signed. Event Status could be marked as PENDING PLENARY APPROVAL.

  3. Event Advisors
  1. Plans for 2000 will be to review the role of the Event Advisors and refine their Job Descriptions
  2. Search for candidates
  1. Event Reporting Procedures
  1. Information and results for 1999 events was slow in coming in and some events did not provide final results.
  2. Schedule 5 of the Organisers Agreement now identifies event reporting and public relations needs.
