Brief discussion on whether or not Safety Officers should pass any qualification test.
A Recommended/proposed safety officer for this year Events was discussed.

Discussions about Safety Officers ability to speak the official languages and that the Safety Officer must be able to communicate with the Event Director.
2. Safety Officer Handbook.
New version presented by BS who outlined the minor changes/additions made. Chapter numbering has been changed and handbook made easier to read. The references to the SAFETY OFFICER" in the Sporting Code Section 1 was updated.
Discussions on flying in clouds. Decision not to make any recommendation but to check with the AX-rules committee to see what they come up with if any.
Revised version is numbered 01/2000 approved by Safety Committee to be presented to the Plenary for ratification.
MOTION: That the updated Safety Officers Handbook be accepted by the plenary as a CIA Advisory Document.
The committee shall include "FAI guidelines in the event of a casualty or serious accident at FAI Air Sport Events".
3. Medical requirements.
Generally reported that there is no evidence of medically reported accidents due to lesser medical standards. Arthur Westworth reported that South Africa was introducing a class 4 medical for all recreation/sport pilots which when in effect will be a self declaration only to be confirmed by a Doctor should there be any doubt.
4. Safety Bulletins.
The committee decided to get name and addresses to all national Safety Officer or Safety committees in all Countries in order to distribute safety items
5. Miscellaneous.
Don Cameron and Freddy Meuleman gave report of the latest details regarding European Airsports.
6. Work for year 2000.
Members to establish statistics on medical requirements, especially the lager countries. Don Cameron to get details on accidents/incidents over the past 10 years
Update the CIA Safety Library and post it on Internet for Balloonists Worldwide to download for there information. All members to provide details from there countries.
The subcommittees web page to be updated with committee members and email addresses and with Safety Officers for this years events.
Try to start a International confidential incident reporting system. Proposed to research on what safety activity is in place in individual countries. Guide for Safety Seminars was discussed and considered a good idea to follow up. The committee shall investigate what material is available and if it can be used.
7. Nomination of Safety Sub-Committee for 2000/2001.
