Following the CIA decision in March 2000 to resume its presence at CASI meetings, the CIA President participated at the three CASI meetings held in 2000:

As well as normal postal services, e-mail and Fax may be used for entry-forms and money and credit-cards transactions, if these methods are not excluded in the application details. Organisers should make such forms and procedures available on any Internet web site for the event

The FAI shall award gold, silver and bronze medals in each World or Continental Regional Championship and for the World Air Games. These will be awarded to competitors placed first, second and third in the overall Championship, including Women’s and Junior categories as appropriate. If requested by the Commission concerned, gold, silver and bronze medals may also be awarded to all members of teams competing for a single placing (for example, formation skydiving, team racing in aero modelling, etc). Where teams are based on individual results achieved in the Championship, gold, silver and bronze medals may be awarded to the team managers only of such teams placed first, second and third. 0. Records during FAI Sporting Events

Where a record may have been achieved as part of the a sporting event, the organiser shall, if requested, cooperate with the claimant in assembling and submitting the information and taking other actions as required, such as notifying the relevant NAC and FAI within the set period (see 6.8.4) for World Records.

The claimant is still responsible for ensuring that all claim procedures are carried out.

5. World Records.

Sentence now to read:

When a claim is submitted, it must be shown that a valid FAI Sporting Licence, which covered the period of the performance, was held by the claimant.

2. Flexibility for the 120 day time limit for submission of record file to FAI:

Line 4, after "attempt", repeat the last words in 8.2.1: "…. Unless a longer time is permitted by the President of CASI."

This does not apply to times obtained from UTC derived from GNSS fixes which use accurate time as the basis of the GNSS system, where the data is recorded on a secure system, which cannot be altered without such alteration being detected.

2. Introduction into the Sporting Code of UAVs (Unmanned Aerial Vehicles) and Records

A new SECTION 12 of the SPORTING CODE – CLASS U, dealing mostly with definitions and records for Unmanned Aerial Vehicles, was adopted with an effective date of 29 May 2000. This new Section is effective immediately and does not apply to aerostation.

Amendment of the GS of the Sporting Code was approved to allow for definitions (2.2.1.17) and FAI licences for UAV Records (8.1.8.1) with immediate effect

3. FAI Jury Members’ Handbook

This document was updated to reflect the GS changes that occurred since the first publication. CASI also adopted changes to the effect that

• Jury members should have a good working knowledge of the English language and be able to follow any Jury hearings and discussions without assistance from a translator.

• Jury members should abstain from "fraternisation" with any competitor or team member (including their own NAC’s competitors and teams), as this will give the impression that they are part of a team and therefore biased.

CASI clearly stressed that this document is a guide only and that although Air Sport Commissions are encouraged to align their procedures on these guidelines, they are free to handle their procedures any way they wish.

4. Discussion on GNSS Altitude and FAI World Model

5. Introduction into the Sporting Code (Annex) of a standard PROTEST-Form

This initiative was brought forward by the CASI President, who felt that the problems he has experienced mandated a standard form. Unfortunately the form now adopted does not really satisfy the requirements of many Air Sports Commissions. However, as the document is considered to be a "guide only", there was no opposition to it being included into the GS as an Annex.

6. Guidelines in the event of Fatalities and Serious Accidents at FAI Championships

This document, presented by the UK delegate, contains much valuable information for Event organisers. It is intended as a guide to help Event organisers to establish efficient and reasonable local Emergency plans and procedures.

The document as presented has been transmitted to the CIA Safety Subcommittee for further study and report to the CIA.

7. Adoption of a RECORD-FEE for records submitted to the FAI office

The FAI Secretary General stated that the 1997 FAI Financial Review, agreed by Council, had established the principle of making a fee for record claims that were processed by FAI.

The fees proposed by the CASI Bureau were CHF 1,500.- for all UAV records, and possibly also Space records, and CGF 100.- for all other records.

I opposed the general view that it was CASI’s prerogative to establish fees in this respect (or in any other respect) and I defended my view that, should a fee be introduced, this should be so directed by Council or the new FAI Executive Board. I also objected to the view that it was the FAI office that handled all the associated administrative tasks, stating that our Records Review Committee generally efficiently handles aerostation claims. Therefore I maintained that, should any fee be levied, I felt that it should go to the ASC doing the work.

After a lively and lengthy discussion the question was put and the result of the vote showed a majority of 8 in favour, 6 against and 2 abstentions.

The next scheduled CASI meeting will be in Montreux, Switzerland, during the FAI General Conference October 17, 2001. Now that the FAI has been disbanded and replaced by the FAI Executive Board, there is no scheduled CASI meeting in May.
