SUBCOMMITTEE TO THE PLENARY

2 The Observer Handbook

The Observer Subcommittee revised the Observer Handbook besides editorial changes the following has been adapted:

3 Observer Evaluation Report

An Observer Evaluation Report has been included as an appendix in the Observer Handbook.

The Scoring Working Group is requested to mention this report in the Competition Operation Handbook that it will be used by debriefers.

4 Invitation Policy:

During last Plenary meeting, Observer SC has been requested to review Invitation Policy. The Observer SC request the Plenary to approve the attached Invitation Policy document.

5 Observer SC proposed the following composition for the coming year:

Invitation and selection Policy of Observers for CIA Category One AX Events

Observers for CIA Category One AX events should be selected according to following process:

The Chief Observer of an event, at the request of the Organiser, shall request the National Chief Observers of an eligible NAC to nominate observers for the event using this guidelines:

  1. The Chief Observer of an event shall request a National Chief Observer to nominate a minimum of 2 observers. The Chief Observer of an Event may invite 20 % of the Observers of his own choice.
  2. If there is not currently appointed Chief Observer in the Nation, then the CIA Delegate shall perform the duties of Chief Observer and nominate the observers.
  1. It is strongly advice to set an appropriate deadline by which the Nationals Chiefs Observers must respond.
  2. When the choice to select an observer is between one listed and one not listed in the Registry of International Observers, preference should be given to the Registered Observers.
  3. An invitation may be issued directly to the individual observer if the National Chief Observer has not responded before the dead line.
