Evaluation Test

We refute the evaluation test. In practice, it has been shown that the open book examination is an inadequate method for proving an observer’s ability to perform his or her duties in the field.

Recommendation

The Observer SC therefore recommends that the open book exam option for gaining registration be dropped from the International Registration Handbook and that the four years experience requirement, with the recommendation of the National Chief Observer or the Chief Observer of a Cat. 1 event in which the observer took part, be kept.

Therefore we recommend the approval of the International Observer Registration Handbook Version 2.0 as attached.

Observer Hanbook

The Observer Handbook will be up-dated according to the Rules 2002 and published in the insternet no later than May 15-2002.

A general inventory and updating of the documents already on the internet will be executed.

The gasballon test for observers has been removed.
