1. 2001 RSC Minutes.

2001 RSC Minutes were approved

2. RSC-Working Group’s summary of recommendations.

  1. AA/AM-WG summary of recommendations.

(i) That the 46th Gordon Bennett Rules be approved.

(ii) That the 2002 7th America’s Challenge Gas Balloon Race Rules be approved with the following amendments:

     b.  AX-WG summary of recommendations.

(i) That the following rules be approved with the amendments as submitted.

(ii) That the following AX MER rule changes be approved.

Besides minor editorial and grammar corrections the following rule changes and definitions have been changed:

I.8 Protest fee adapted to 100 € as in S1

I.13 Reword the rule to show that the insurance of the competitor will not be checked (only balloon)

II.1 Variation (Magnetic-, Grid- and True North) to be included in map information

II.11 The director shall provide a graphical definition of unusual intersections.

II.12 d Define to measure the 200 meters distance of a motorway to be measured from the outer edge as shown on the map.

II. 16 FLIGHT CREW (2.2.2)<* When seeking CIA sanction organisers may apply for a waiver of the Rule 2.2.2, for competitions were teams fly against each other. In these Events competitors of one team may swap or fly together irrespective of the NAC that issued the competitors FAI sporting licence.*>

II. 17 DETAILS FOR THE USE OF GPS LOGGERS (6.8)

<* When running a competition with GPS loggers, specify what rules are applied.*> <* If a GPS logger supplied by the organiser fails to record a log, the GPS log recorded by the GPS of the competitor may be used as backup.*>

6.8 GPS LOGGERS

Rule brought in to allow GPS loggers may be used in competition as an observation tool and for scoring purposes. For scoring purposes, specific rules are required in II.17.
In World and Continental Championships, GPS loggers shall not be used for scoring purposes, only as an additional observation tool for PZ monitoring.

7.3.1 The PZ altitude limits to be given in feet MSL

7.3.6 A BLUE PZ is a restricted airspace, generally as a result of ATC restrictions, and will include a lower altitude limit.

7.5 Penalty for PZ infringement to be changed from "500 to 1000" to "up to 1000" competition points

8.6 Took over the S1 wording for late entries at the general briefing

9.1.1 Reworded to say that a competitor taking off outside the prescribed common launch area will not achieve a result in all tasks of that flight.

12.9 Clarifying gravity marker drop rule by adding: "A marker thrown into a scoring area will be regarded as a valid result and the penalty will be applied."

14.1 Made result definition clearer writing: "A competitors result is the achieved outcome in a task including distance penalties."

14.7 Added new paragraph on measuring as input of the ScWG:

14.7 MEASURING

14.7.1 Measurements by the measuring officials take precedence.

14.7.2 Within 200m, ordinary/conventional measuring methods shall be used. If there is reason to believe that a GPS measurement may be more accurate than the conventional measurement, a GPS measurement shall be additionally recorded.

14.7.3 Pacing should not be used within 200m.

14.7.4 All marks outside 200m shall be recorded by GPS. In case of a goal selected by the competitor, the coordinates of the goal shall also be recorded by GPS.

15.x.3 As a reaction on input from the Jury board re-phrased all task definitions reading that . Shortest distance (greatest distance, biggest angle, etc.), including distance penalties, is best.

(iii) RSC Discussions

Rule 9.19 and 9.20 – Take Off, discussion resulted in the amendments being withdrawn and the implications studied for a further year.

Rule 8.6 – General Briefing late entries, accepted the S1 proposal.

Rule 5.6 – Shortened Time Limits, accept the S1 proposal

Rule 12.2.3 – Goal Selected by a Competitor, new rule was deleted after discussion

c.  BX-WG summary of recommendations.

There were no recommendations from the BX Working Group this year.

d. Scoring-WG summary of recommendations

1. Competition Operation Handbook

We recommend that:

a) accept editorial changes at chapter 1 – 4 of Competition Operation Handbook, and one big change at 1.3.2.

b) accept the draft of chapter 12, Weather Information, as written.

c) add paragraphs at chapter 14, Penalty Guidelines, stating ‘draft’

d) add some changes to the ‘GPS Measuring Repot Form’ with some adaptations, as a part of ‘Appendix B: Standardized GPS Measurement Procedure’

e) add three sets of Bench Mark Test Data as a part of ‘Appendix C: Scoring Software Standards and Bench Mark Testing’.

f) add ‘Report on the use of GPS loggers during the Hot Air Balloon competitions’ as ‘Appendix E: GPS Loggers’.

2. AX-WG Discussion Items

We recommend to the AX-WG that:

a) If a GPS, supplied by the organiser, fails to record a logger, a GPS logger by GPS of competitor or observer may be used as back-up.

b) add rules of that all competitors record all marks in the task by GPS. Because it may reduce work of debriefing and misunderstanding of locations of mark or goal.

3. Establishing a list of Event Officials for CIA sanctioned events

a) We will keep the list at our WG, if the EPAS can not do that.

b) We will establish criteria of competition officials, such as scoring officer, a debriefer, a measuring official, a weather official, a launchmaster and other officials, except Jury and Safety Officer, with cooperation of the EPAS and CSC, during 2002.

  1. RSC Discussions

A presentation of the new World Ranking System list was discussed. This resulted in Item 4 being removed as the requirements for SDV,CPP,AVG and TSS had now been resolved.

  1. Statutes, By-Laws and Sporting Code-WG summary of recommendations

(i) Review of Amendment Document – Section 1:

The Amendment Working Document was reviewed to confirm its accuracy prior to the new issue of the Sporting Code in January 2003. Specific point were:

2.1.4 HA and DC were delegated to re-check the gas equivalence factors for sub-class AA (later confirmed as correct).

5.11.2 and 7.16.3.2 The Safety Officer Handbook is advisory (Int Reg 9.3.1.2), but is described in one of these rules as mandatory and the other as advisory.

Recommendation: that the words "Mandatory" and "Advisory" be removed from 5.11.2 and 7.16.3.2.

The new Chapter 7, approved 2001 min 22, will be supplied by J-C Weber.

Annex 1: It was noted that the observer’s address box should allow space for the e-mail address.

(ii) Review of Proposals

5.5.5 and Annex 3:6 (late entries) No action recommended. (later proposal made by AX group)

8.2.3.1 The observer’s signature is required on the marker for badge flights, but this is not generally done in competition. It is recommended that this need not be required in competition, but that it should remain for marker drops at other times and that any marker supplied in an approved competition should be acceptable.

Recommendation: Add to 8.2.3.1 "Any marker supplied by the organizers of an FAI or national balloon federation approved event may be used for badge tasks being attempted during the event."

Chapter 9: Appeals – delayed for another year.

Annex 3: 7.6 and 8.6: An odd situation can occur in which shortened time limits apply to the last task only, but can allow complaints and protests for the penultimate task to remain open.

Recommendation: In Annex 3:7.6 replace the words "related to" with "made on or after". In Annex 3:8.6 change entire wording to "Protests made on or after the last day of the Event musts be submitted within set time limits announced at and published after the General Briefing.

(iii) A report on CASI was received from J-C Weber.

(iv) The 2001 Plenary Minute 22 gave the bureau the right to make late nominations for Montgolfier Diplomas and Santos Dumont Gold Airship Medal prior to the plenary if it considers that a deserving candidate exists who has not been nominated due to oversight. This was for one year only but with a request that it be studied for future years.

Recommendation: that the right of the bureau to make these nominations be made permanent, but subject to the approval of the delegate concerned.

(v) Hans Akerstedt presented information on his database of Notable Flights. This is a most useful work of reference and the possibility of publishing it in a more permanent form – perhaps as a hardback book – will be studied.

(vi) Composition of the working group: No change proposed, although D Cameron indicated that he would like a successor to be found after the publication of Section 1 in January 2003 to take responsibility for the 5-year review to 2008.

(vii) Additional Recommendations received from the AX-WG and approved by the Rules Subcommittee:

Recommendation: To Annex 3:6 add the sentence "Where a justifiable reason exists, a late entry may be accepted by the director in consultation with the Jury, but not after publication of the first scores."

Recommendation: In Annex 3:8.3 change "SF100" to "EUR100"

(viii) Additional Recommendations received from the Records Review SC and approved by the Rules Subcommittee:

Recommendation: Change the title of Chapter 1 of the Sporting Code Section 1 from "Scope" to "General".

Add paragraph 1.3 CHARGES: Charges levied by NAC’s or delegated bodies for championship entrance, record homologation or Sporting Badge issue shall be kept low where possible. Charges should in no case exceed the justifiable direct cost of the event concerned.

In Sporting Code Section 1, modify Record Claim Form 1 to show the organisation that appointed the Official Observer.

3.  Actions from Plenary Meeting March 2001 Bern, Switzerland.

    Minute 22 – Standardise the "Qualification of Flight Crew / Passengers" rule in all MER’s

    Discussions in AXWG and SBSCWG have determined that the rule as published in the AX MER is adequate and does not require changing. The wording of this rule will be standardised in the AX and BX MER’s. The AA/AM MER’s use the SC wording.

    Minute 22 Motion 8 and Minute 39 – Nominations for Montgolfier Diplomas and Santos Dumont Gold Airship Medal. Discuss the nomination process – should nominations be accepted from the Bureau at the Plenary.

4.  Future World Air Games

    Motion: That if the proposal for the Future WAG is accepted, the CIA Calender be amended to change the World Gas Balloon Championships to odd numbered years, so as not to conflict with the Hot Air World Championships.
