This Subcommittee proposes revisions of the Sporting Code Section 7 to the CIVL Plenary, and ensures all revisions agreed are incorporated. Its decisions and recommendations are subject to approval by a 2/3 majority at the CIVL plenary meeting.

More on the 3 year rule

A pilot who moves to another country and wants to represent it in any international competition must respect a 3 year delay before he can do it. Or does he?
The matter was discussed at length at the last Plenary, a proposition made and followed.

The 2 year rule

The current situation is that every pilot entering an international competition (FAI Category 1 or 2) must show his Sporting Licence. The country issuing the Licence is considered to be the country that pilot is flying for in Category 1 events. If a pilot wants to fly for another country, he will have to observe a 2 calendar year delay without flying in any Category 1 events before he can switch his allegiance.
