CIVL seeks more volunteers for Jury & Stewards
Under FAI regulations, set out in the General Section, all FAI First Category events shall have an International Jury to deal with protests and monitor the conduct of the event, and at least one Steward, as adviser to the Event Director. These important FAI officials are appointed by the respective commissions, according to the specific terms set out, in our case, in Section 7 of the Sporting Code. The Jury positions are entirely voluntary; no remuneration is paid. In 2009 CIVL elected to recompense Stewards a small daily allowance for their work during the events. However, all reasonable expenses for all officials are paid by the competition Organisers.
Role of Stewards: They watch over the conduct of the event and report any unfairness or infringement of the Rules and Regulations or behaviour prejudicial to the safety of other competitors or the public or in any way harmful to the sport. They assemble information and facts concerning matters to be considered by the International Jury.
Role of the Jury: The Jury is the neutral and independent element between the organiser and the competitors. The Jury will rule on protests which may affect the outcome of individual pilot or team scores. The normal composition of a Jury is: A very experienced Jury President, an experienced first Jury member and a trainee member.
Role of the Jury President: In addition to being the Chairman at Jury meetings, the Jury President has the right to require the Organisers to abide by the FAI Sporting Code and the published rules and regulations for the event. If the organisers fail to do so, the President of the Jury has the power to stop the event until a Jury meeting has considered the situation.
Jury President reports are published after each Category 1 event.
Steward reports are made available to CIVL delegates.

Training:
CIVL is constantly looking for more volunteers to train to become Stewards and Jury Members. Candidates should have some relevant experience, such as key member of a competition organising team, senior Judge or Cat 1 competition pilot.
The usual start point is a Training Seminar – these are generally held during the annual Plenary Meeting. A seminar can also be organised at other times by arrangement. Anyone wishing to train to be a Jury member or Steward should complete the Application Form contained in the Jury & Steward Handbook and send it to CIVL. Applicants are then entered on the CIVL Jury & Steward database (online version currently under construction).
The usual progression is to start as a junior Jury member, and working at several Cat 1 events before tackling the role of Steward. Trainee Stewards normally ‘shadow’ an experienced Steward at a Test Event or Category 1 event, before taking on the role themselves. More information is set out in the Jury & Steward Handbook.
Appointment/selection:
The CIVL Bureau is empowered to appoint the Jury and Stewards required for FAI Category 1 competitions, and Stewards for Test Events. The process commences soon after the Organiser Agreement has been signed, normally just after the Plenary meeting where bids are presented and selected.
Normally, once a year, the CIVL Jury & Steward coordinator contacts all personnel on the database asking them to verify their availability and interest in the events requiring FAI officials coming up in the next one or two years. If there are insufficient volunteers for an event, s/he will contact all appropriately qualified people individually, to find suitable officials.

Preparing and presenting bids
The current document outlining the guidelines for preparing and presenting bids for Category 1 competitions including Annex A is available here. This document is updated each year, so check that you have the most recent version when you start preparing a bid.
Normally, bids are presented and Championships are awarded at the Plenary two years prior. For example, 2010 Championships were awarded in February 2008. At the 2010 Plenary, the following 2012 Championships were awarded:
It is also possible to announce an 'intention to bid' three years prior. For example, at the 2010 Plenary, Australia announced its intention to bid in 2011 for the 2013 World HG (Class 1) Championship and Portugal for the 2013 World PG Championships.
Below is a summary of the Guidelines document
1. Location & Date:
Bids will be presented during the CIVL Plenary meeting. Presentations should be no longer than 20 minutes.
2. Presenters:
Bids should be presented by persons with sufficient knowledge to answer questions on all aspects of the bid including financial aspect. The Meet Director should also be present.
3. New sites and/or new organisers:
If the site or organiser have not been used before for national or international competitions the bid must be accompanied by a site report from a nominated CIVL inspector.
4. NAC confirmation:
The bid must be supported by a letter of confirmation of bid from the NAC and a letter of support from the local authority of the area in which the event is to be held
5. Bid Information:
The bid must be accompanied by a copy of Annex A, signed by the organiser.
6. Prior to the Plenary session:
To follow the last Plenary recommendation, an electronic copy of the bid should be sent to the CIVL President (Contact Flip Koetsier) by the 4th December 2006 to be reviewed by the Bureau and circulated to the CIVL delegates together with the agenda. A completed copy of the checklist at Annex A should be forwarded at the same time.
7. FAI/CIVL rules and guidelines:
Before presenting the bid, bidders should familiarise themselves with the relevant chapters and annexes in FAI General Section and Section 7, CIVL Internal Regulation Chapter 3.6 and Guidelines for Organisers (available on the FAI website at www.fai.org/hang_gliding/documents/)
8. Language:
The presentation is to be in English
9. Format:
This should start with a verbal presentation of the information required for the Check Lists for Championship Organisers, slides may be used to illustrate launch areas and goals. If sufficient time is left a short AV presentation may be played. Please DO NOT show tourist type videos.
10. Visual Aids:
Please advise Flip Koetsier if visual aids equipment is required.
11. Sanction fee:
Intentions to bid must be accompanied by a sanction fee deposit of 640 Euros to the CIVL’s FAI account. This deposit will be refunded if the bid is unsuccessful.
