CIVLCIVL stands for "Commission Internationale de Vol Libre" and is the Hang Gliding and Paragliding Commission of FAI. Hang gliding became amazingly popular in the first years of the 1970s. Here and there, small groups of pilots made a fair job of regulating themselves, joined together, gained national acceptance and became recognised by governments. Some were fortunate enough to gain funding from state sport organizations and employed quite a large staff. Others had to be completely self-funding, but usually there were clear paths to follow. |
