The Bureau of CIVA recently completed voting on nominations for "FAI Judges" at the upcoming World Aerobatic Championships in the USA and the World Glider Aerobatic Championships in Hungary. FAI Judges and their Assistants receive a stipend from CIVA to help offset their expenses in traveling to these events which is most often undertaken personally by these individuals.
FAI Judges for WAC are Osmo Jalovaara of Finland and Aldo Marengo of Italy. At the WGAC, Stano Bajzik of the Czech Republic has been chosen as an FAI Judge. These men have extensive experience in judging at the World and Continental level in aerobatic competition.
The remaining Judge positions will be filled by normal application by NAC's to the organisers of each Championship. Twelve Judges were originally nominated for WAC by CIVA Delegates and nine for WGAC. A minimum of seven Judges are needed at each competition.

Many countries participating in the WAC this year in the USA are not shipping aircraft to the event. Some of the team managers and pilots have already been in touch with the WAC organisation regarding borrowing and renting aircraft in the United States for use at WAC.
In order to fly a US-registered aircraft in the United States, the pilot must hold a US pilot certificate. This is not a particularly difficult procedure and many aerobatic pilots who have come to America in the past have obtained them. However, unlike in past years when personal visits to an FAA office in the USA were sufficient, these pilot licenses must now be applied for 90 days in advance.
Information on this can be found on the FAA website for the WAC.
Mr. Ron Morgan will be the FAA inspector in charge at WAC. His phone number is ++ 1 (407) 812-7734.
Mr. Morgan is also available by e-mail, though telephone calls are recommended. The FAA website above provides links that explains what is required. A special form (also downloadable from the FAA website in PDF) must be sent in by the 90-day deadline. With WAC starting on 25 June and with some pilots wanting to practice in US-registered aircraft prior to that, the urgency is obvious.
Pilots and/or team managers are urged to visit the FAA website as soon as possible to obtain the necessary information and forms in order to meet these stringent US government requirements.
For help with obtaining aircraft in the USA, pilots/team managers should contact Bubba Vidrine (bubba26m@earthlink.net) who is coordinating aircraft on behalf of the organisers.

Nominations closed on 1st March for CIVA Delegates to submit names to the Bureau of CIVA for selection of Judges for this year's World Aerobatic Championships in the USA and the World Glider Aerobatic Championships in Hungary.
The Bureau is authorised to select up to 7 "FAI Judges" for each event. These Judges and their Assistants will be paid a $500 stipend for their attendance. The Bureau examines a nominee's past record, judging experience, and a database of Judge Performance Factors (JPFs) over the last five years in making its selections.
The following Judges have been nominated by their Delegates.
XXII World Aerobatic Championships; Lakeland, Florida, USA
25th June through 4th July 2003:
Aldo Marengo (ITA), Yuri Tarasov (RUS), Antonio Quintana (ESP), Lars-Goran Arvidsson (SWE), Fabio Marcelino (BRA), Stano Bajzik (CZE), Osmo Jalovaara (FIN), Francis Itier (FRA), Johann Graf (GER), Graham Hill (GBR), Georges Brocard (SUI), and Alan Geringer (USA).
X World Glider Aerobatic Championships; Per, Hungary

Pal Kovacs (HUN), Ryszard Kasperek (POL), Alexei Pimenov (RUS), Stano Bajzik (CZE), Stephan Hau (GER), Dick Happs (GBR), Alfred Kormann (SUI), Peter Lambert (AUS), and David Heinsohn (USA).
The Bureau of CIVA will be balloted in the next few days and the final selection announced on this website. Judges who are not selected to be "FAI Judges" are still entitled to attend the event as international officials but will not be paid the stipends. After Programme Q for WAC, a maximum of 10 Judges may be used on the line and JPFs will be used to reduce the Board of Judges to meet this maximum. All Judges will be reviewed in this process --- both FAI Judges and others who attend.

Nominations have now opened for judging positions at the XXII World Aerobatic Championships and the X World Glider Aerobatic Championships. CIVA Delegates were invited yesterday by CIVA President Mike Heuer to submit names of Judges who would like to serve at these important competitions.
The Bureau of CIVA is now empowered to select up to 7 Judges for each competition to serve as "FAI Judges". In previous years, all Judges were members of national teams but were removed from this status in 2000 by CIVA. All are now considered "international officials" in compliance with FAI Sporting Code.
The Bureau takes into account various factors in its selection, including the Judge's experience, currency, and his or her Judge Performance Factors (JPF) in recent competitions. JPFs have been used by CIVA for over ten years as a method of evaluating judge performance. Details can be found in the appendix of each of the three Parts of CIVA Regulations.
Up to 10 Judges can be used at all Championships which means that a minimum of three slots can be filled by NACs and is a method for a new Judge to break into the international judging arena and to gain the necessary experience as well as establish a JPF base.
Nominations for these judging positions will close on 1st March 2003.
The XXII World Aerobatic Championships will be held in Lakeland, Florida, USA beginning on 25th June and will close on the 4th of July, an American national holiday that celebrates its independence. The X World Glider Aerobatic Championships will be held in Pér, Hungary on 2nd through 15th August 2003.

It is with great regret CIVA announces the passing of Paul Heyns as a result of an accident in his Cap 222 on Wednesday, 5th February. Paul had recently imported the CAP from Belgium. Paul was a member of the South African Advanced Aerobatic Team that competed at the Advanced World Aerobatic Championships (AWAC) in Slovenia in August 2002.
Following a training camp held at Rustenberg from the 1st through the 4th of February, Paul had returned to his home base at Kitty Hawk (Pretoria). On the evening of the 5th, he was airborne for some aerobatics overhead the field. He entered into an intentional upright flat spin and recovered at too low an altitude to recover. He impacted the ridge on the southern side of the runway and was killed instantly.
Everyone who met Paul in Slovenia will remember his passion for life and aerobatics - he was the life of the South African Team and always kept it together with his unique brand of humour. His passing leaves a huge gap and he will be sorely missed.
Our thanks to Ian Billing and John Gaillard for providing the information on Paul's loss. CIVA extends its condolences to all of the family and friends of Paul Heyns.

The Bureau of CIVA finished the final selection of the host countries and sites for two of its Championships in 2003 today.
The XXII World Aerobatic Championships will be held at Lakeland, Florida, USA on 25 June through 4 July 2003. In November, four countries announced they were interested in bidding for the event --- Italy, Spain, Ukraine, and the USA -- but eventually Italy and Spain withdrew and the final choice was between the United States and Ukraine. Both had organized World Aerobatic Championships in the past. The 1976 WAC was held in Kiev, the 1980 event in Oshkosh, and the 1996 competition in Oklahoma City.
Contest Director for WAC 2003 will be Phil Knight, pending final CIVA approval. Mr. Knight is a highly experienced aerobatic competitor having flown on several US Teams and is a skilled organizer and businessman as well.
The Bureau has also selected the site for the 2003 Advanced European Aerobatic Championships --- a relatively new event with only two having been held thusfar. Next year's event will be held in Karlsborg, Sweden on 2 through 12 August. Chairman of the Organizing Committee is Lars-Goran Arvidsson. This will be the first FAI aerobatic championships organized in Scandanavia and it promises to be a good one as the location is well suited for an aerobatic competition at this level.
More news and information will be posted as it becomes available.
