The official Minutes of the CIVA plenary meeting which was held in Stockholm/Helsinki on the 7th through the 9th of November are available here.
Over 60 people attended the meeting from 22 nations. The Minutes include copies of the 2004 Programme Q (Known) sequences, the complete text on the new Judges Performance Index system adopted by CIVA, and complete details on the rules on Advanced aircraft which will take effect on 1st January 2005.
Complete results of the elections are also included.

The FAI Aerobatics Commission (CIVA) held its annual plenary meeting on the 7th through the 9th of November aboard the Silja "Symphony" -- a cruise ship that plies the Baltic Sea between Stockholm and Helsinki.
Reports were received from various contest officials on the three FAI Aerobatic Championships which were held this year. New rules were considered for 2004 and bids and proposals were received for future aerobatic championships. Altogether, 68 people from 22 nations attended the meeting -- a record number.

One of the most important matters to be considered at the CIVA meeting on 7-9 November will be the proposed rules changes for 2004. The CIVA Judging and Rules Sub-Committees met in Lakeland, Florida, USA on 24 June --- just prior to WAC --- to consider dozens of proposals made by national air sports organizations.
The Sub-Committees have reported their recommendations to CIVA which are available here for download. Proposals will be voted on during the meeting and will take effect on 1st January 2004. Also under consideration are the Known/Q programmes for 2004 --- for Unlimited, Advanced, and Glider categories.
The aerobatic community is welcome to provide their input to CIVA through their national delegates.

On the 7th of November, nearly 60 representatives of aerobatic organizations all over the world will be gathering in Stockholm, Sweden for the beginning of informal discussions and the plenary meeting of the FAI Aerobatics Commission (CIVA).
Twenty-two nations are expected to send delegations and observers to the meeting. CIVA has just finished a very successful contest year. The World Aerobatic Championships in the USA; the Advanced European Aerobatic Championships in Sweden; and the World Glider Aerobatic Championships were all concluded this year and Champions named in all of these disciplines.
CIVA will be considering rules changes for 2004 as well as proposals and bids for various future Championships. Sweden is scheduled to report on its plans for the Advanced World Championships. Lithuania will discuss the European Aerobatic Championships it is organizing for the second time in a row. Finally, organizers of the European Glider Aerobatic Championships will be on hand to review the details of the contest to be held in the Czech Republic. CIVA will also conduct elections of the various officials who will preside over these events next year.
All told, 147 pilots participated in 2003 FAI Aerobatic Championships in all three categories. The contests were safe and very well organised this year --- as the sport's participants continue to improve these air sports events held under the FAI banner.

Hans Vogtmann of Creussen, Germany has been named by the Bureau of CIVA to head its Contest Organisation Group. This working group is responsible for establishing standards for the conduct of World and Continental Aerobatic Championships with regards to administration, logistics, and technical details.
Vogtmann has been a member of the Group for several years but has recently liaised closely with the organisers of the WAC in Slovakia in 1998 and in Spain in 2001. He was Contest Director of the European Championships in 1987 and the Advanced World Aerobatic Championships in 2000. His energy and drive have been a great help to many Contest Directors.
He is also responsible for the CIVA Site Surveys which take place prior to a competition. These surveys insure that the facilities are adequate for the competitions and an opportunity for the organisers to "fine tune" the details.
Vogtmann is now working with the organisers of the WAC in Lakeland, Florida, USA and is expected to visit the site early this spring.

The Bureau of CIVA has taken the decision to change the dates of the 2003 plenary meeting of the Commission to 7-8-9 November. The meeting will take place on board a cruise ship which will depart Stockholm on Friday evening and dock in Helsinki on Saturday morning. It will return to Stockholm on Sunday morning.
The plenary will consider proposals for rules changes for 2004, receive reports on this year's competitions, and consider bids for future Championships. The World Air Games proposed for 2005 is also high on the Commission's agenda.

The deadline for the submission of rules proposals for the 2004 contest year is 1st April 2003. Members of the aerobatic community are invited to contact their national CIVA delegate with their ideas and proposals. All proposals must be signed by the CIVA delegate from your respective country.
The proposals received by 1st April will be considered by the Rules & Judging Sub-Committees when they meet in Lakeland, Florida, USA just prior to the XXII World Aerobatic Championships (power proposals) and the Glider Aerobatics Sub-Committee when it meets in Per, Hungary during the World Glider Aerobatic Championships.
Recommendations of the Sub-Committees will be considered at the plenary meeting of CIVA in Stockholm/Helsinki in November 2003. Any proposals which do not survive Sub-Committee deliberations will not be considered by the plenary.
Proposals are to include suggestions for changes to FAI Sporting Code (Section 6) and the three Parts of CIVA Regulations (Unlimited, Glider, and Advanced) and Knowns/Q's for these categories.

 The plenary meeting of the FAI Aerobatics Commission (CIVA) took place at the Burg Rabenstein near Waischenfeld, Germany (north of Nuremberg) on 16 November 2002. Minutes are available here.
 20 nations were represented at the meeting by over 50 Delegates, Alternate Delegates, technical specialists, and observers. The agenda principally dealt with rules changes for 2003, Championships scheduled over the next few years, reports on competitions held in 2002, and elections of future officers, contest officials, and committees.
Mike Heuer (USA) was re-elected for an unprecedented 17th term as President of CIVA. All CIVA officers were re-elected including John Gaillard, First Vice President (RSA); Jiri Kobrle, Second Vice President (CZE); Osmo Jalovaara, Third Vice President (FIN); and Karl Berger, Glider Aerobatics Vice President (AUT). Liz Cook (AUS) was re-elected Secretary.
The Minutes also contain as an attachment a summary of the rules changes for 2003.

Nominations for various CIVA positions closed October 1st and in the past few weeks, CIVA Delegates and others have been contacted to confirm the nominations. These nominations were for CIVA officers, including the President, Vice President, and Secretary positions, as well as Chief Judges, International Juries, and Sub-Committee members.
The election will take place at the CIVA plenary meeting at the Burg Rabenstein, Waischenfeld, Germany on the 16th of November. Results will be announced after the meeting.

The annual plenary meeting of the FAI Aerobatics Commission (CIVA) will begin with informal planning discussions on Friday, the 15th of November at the Burg Rabenstein, Waischenfeld, Germany. These sessions are helpful to Delegates in looking ahead to the future and to discuss rules proposals in an open and informal setting with no time limits. The formal sessions will begin on Saturday, the 16th of November when the plenary opens at 09.00 at the Burg.
The following countries have registered delegations for the meeting:
Australia, Austria, Canada, China, Czech Republic, Denmark, Finland, France, Germany, Hungary, Italy, Lithuania, Netherlands, Norway, Poland, Russia, Slovakia, South Africa, Sweden, Switzerland, United Kingdom, and the USA.
More registrations are expected in the next few days. CIVA will consider rules proposals for 2003, Known compulsory sequences, and bids for future championships as well as reports on World and Continental Championships that are scheduled for 2003.
The meeting will be chaired by Mike Heuer, President of CIVA, and attended by the FAI President, Wolfgang Weinreich, and Secretary General Max Bishop.

The CIVA Rules and Judging Sub-Committees met in Murska-Sobota, Slovenia on the 2nd of August to consider proposals received from ten countries and the Chief Judge of the World Aerobatic Championships. The proposals which have been recommended or modified will be presented to CIVA when it meets at the Burg Rabenstein near Nürnberg, Germany. Proposals which did not survive Sub-Committee will not be considered.
A copy of the Sub-Committees' report can be found here. The aerobatic community is invited to contact their national delegates to offer their views and input on this report. The final vote on rules proposals will take place during the CIVA plenary meeting on the 16th and 17th of November.

The 2002 plenary meeting of CIVA will be held on 15-17 November 2002 at the Burg Rabenstein, Waischenfeld, Germany -- near Nürnberg. The meeting will be chaired by CIVA President Mike Heuer and attended by the FAI Secretary General Max Bishop along with delegates of over 20 nations. Over 50 people are expected for the meeting.
The meeting will include reports from the organizers of events set for 2003, including the World Aerobatic Championships in Lakeland, Florida, USA; the European Advanced Aerobatic Championships in Sweden; and the World Glider Aerobatic Championships in Hungary. Officials will also be chosen for these events.
The plenary will also consider the recommendations of the CIVA Rules and Judging Sub-Committees who will report their findings on the various proposals submitted by national aero clubs this past spring. These proposals are published elsewhere on this website. Known/Q sequences for 2003 will also be selected.
Reports will also be received from the Contest Directors, Jury Presidents, and Chief Judges of the three major aerobatic championships held this year and their recommendations taken into consideration in CIVA's deliberations.
Finally, bids will be received for future Championships through 2005.
The Registration Package and Agenda for the CIVA meeting will be sent to all delegates this week. The meeting is being hosted by the Deutscher Aero Club and organized by Hans Vogtmann of Creussen, Germany.

The deadline for the submission of rules proposals for 2003 by Delegates to CIVA has now expired. Ten member countries of CIVA submitted documents by the April 1st deadline.
These proposals will be considered by the various CIVA Sub-Committees this summer. Rules & Judging Sub-Committees are scheduled to meet in Murska-Sobota, Slovenia during the Advanced World Aerobatic Championships. Sub-Committee recommendations will be published in late August 2002.
Ultimately, the recommendations will decided upon at the plenary meeting of CIVA which will take place in Madrid, Spain during the first weekend in November 2002. The aerobatic community is encouraged to contact your national delegates to provide input on these rules proposals. Members of Sub-Committees can also be contacted here.
