Sporting Code, Section 3, Annex A: FAQ

SC3 Annex A: editorial corrections

In June 2003 a numer of editorial corrections to Annex A of Section 3 of the FAI Sporting Code (Rules for championships) were issued. Unfortunately, due to an oversight, the new version was not put on the FAI web site. This omission has now been corrected. The current version as approved by the Annex A Working Group and the IGC Bureau can be found under

The editorial changes are listed in the "Preliminary Remarks" and also in a separate document.


New Annex A to Sporting Code Section 3

The latest edition of Annex A, dated 1st October 2002, is available on the FAI website. The Annex has undergone an extensive rewrite following the 2002 IGC Plenary meeting.

Key amendments to the Annex are:

* The contents have been revised into Parts that provide a more logical flow of information and to group the information into blocks so that a reader does not have to flip back and forth through the Annex to find all the applicable rules.

* Various definitions have been added or clarified.

* The complete Part covering Tasks has been rewritten for clarity.

* The Task names have been changed to plain English to reflect the nature of the Task. There three types of Task - Racing, Speed and Distance. The Racing Tasks are around 0.5km turn points. The Speed Tasks and Distance Tasks are set using either Assigned Areas or Pilot Selected Turn Points.

* Definitions of what a pilot must do to win the Task are included.

* Organisers are provided with clearly identified options for Tasks, Starts, Finishes and Scoring.

* Text that was explanatory only has been extracted from the “Rules” and clearly identified as information, and extra information has been added to assist organisers in the use of the rules and the understanding of the rules.

Using Annex A

Future Championships must use Annex A – without changes – as the Rules for running an IGC sanctioned Championships. The only variations permitted are to the choices of Task, Start, Finish, and Scoring procedures.

The Annex A Group must approve the Local Procedures for an IGC sanctioned Championship before they are published.

October 2002 Updates to Sporting Code Section 3 and Annex C Published

Newly amended versions of both Annex C and the Sporting Code Section 3, incorporating Amendment List 3 (AL3), are now available on the FAI website. These will take effect on 1 October 2002. Both are in *.pdf file format which will require the Adobe Acrobat Reader programme to extract. These versions are designed for A4 paper, and one for the North American Letter size paper will be available later. A Microsoft Word version will also be available later for those who wish to have a word processor version.

The *.pdf versions will have the font they were designed for, and pagination permanently fixed by the Acrobat programme, so should have all indexing and contents listing correct. A vertical line to the right will indicate where the amendment has been included and “AL3” will appear at the end of the paragraph.

Annex B to Sporting Code Section 3

Annex B to the Gliding Section (Section 3) of the FAI Sporting Code has been thoroughly revised by the IGC subcommittee led by Bernald Smith and Ian Strachan. Annex B lays down technical procedures and standards for the control of gliding performances. The new version was approved by the IGC at its meeting in Lausanne in March, and the old version has now been replaced on the FAI site. Section 3 of the Sporting Code and the annexes can be accessed through the IGC documents page.


IGC Meeting in Lausanne/ Stewards Handbook

The IGC held its annual plenary meeting on March 1 and 2, 2002, in Lausanne. A summary of the major decisions taken at the meeting has been put on the IGC web site. The full minutes will follow in due course. Amongs other things, the meeting approved the new IGC Stewards Handbook.


IGC Technical Specification for Flight Recorders amended

The IGC Technical Specification for GNSS Flight Recorders has been amended (amendment list 4) by the FAI Gliding Commission. You can view or download the amendment list here. The full document including the amendments will be available shortly.


Draft of IGC Steward Handbook published

The Annex A Committee of the FAI Gliding Commission (IGC) has developed a handbook from the Steward Handbook of the FAI Hang Gliding and Paragliding Commission. The intention is that the handbook will provide information and guidance to IGC Stewards to assist them in the execution of their role. A suggested IGC Steward Report is included with the Handbook. The intention of this Report is to provide guidance on those aspects of the event on which the Stewards may wish to comment.

The IGC Steward Report should be provided to the Organisers and to the IGC President. This will provide valuable feedback to the Organisers and information that may be useful to future event organisers.

This Handbook, and the attached Report, have been placed on the IGC website so that they are available for use, as desired. Feedback on the Handbook and the Report should be provided to the Chair of the Annex A Committee, Bob Henderson, at bobh@voyager.co.nz. The Handbook will be submitted for formal acceptance at the IGC Meeting in 2002.


Technical Specification for GNSS Flight Recorders

The latest version of the IGC Technical Specification for GNSS Flight Recorders (dated 20 October 2000, including amendment list AL3) has now been published on the FAI site. PDF and Word97 versions are available. They (and also AL3) can be accessed through this page.


Section 3 of the FAI Sporting Code updated

The first Amendment List to the 1999 edition of Section 3 of the FAI Sporting Code has now been published. Section 3 deals with gliding records and competitions, and the updated document comes into effect on 01 October 2000.

Also available for the first time is Annex C to Section 3 of the Sporting Code. This is the “Official Observer and Pilot Guide” which gives support and examples by which the letter and the spirit of the Sporting Code may be met. The material in this Annex does not have the force of the rules in the Sporting Code, but is intended to assist in its understanding.
