Proposed changes to 1998 Formation Skydiving rules

3.3.7 Assisting handholds - Clarification of intent

Some teams still felt it was needed wording that they could use for training purposes, how far is a handhold assisting, and could one train with for example using the elbows as an assisting "push" to complete an inter?
4.5.2 For the purpose of these rules, "freefall video equipment" shall consist of the complete video system(s) used to record the video evidence of the team’s freefall performance, including the camera(s), video tape(s), tape recorder(s) and battery(ies). All freefall video equipment will use the PAL video format. The video system must be able to transfer the video output signal to be received by an RCA (male) plug. Each freefall videographer must use the video transmission system provided by the WPC Organiser.
Needed addition so that the teams can all arrive with the correct mating plugs for video dubbing and transmission.
4.5.7 If the Video Review Panel determines that the freefall video equipment has been deliberately tampered with, or determines that there has been an intentional abuse of the rules by the team, or by the freefall videographer on behalf of the team, the team will receive no points for all competition rounds involved with this tampering.

4.8.1 Where formations, inters, or total separations are not visually judgeable due to meteorological conditions, the team will receive a rejump.
Where formations, inters, or total separations are not visually judgeable due to
factors relating to the videographer’s equipment, then the video evidence will be considered insufficient for judging purposes. In this case a rejump will be given and the team will be deducted one point from the total number of points scored on the rejump.
(Rest is deleted, and the intentional abuse is moved to 4.5.7). Reason: The rules today require the VRP to be able to
determine that there has been an intentional abuse of the rules by the team, or by the freefall videographer on behalf of the team
to deny the rejump for camera failure.

The VRP will still have the power to disqualify a team for abusing the rules. A one point deduction for a rejump caused by camera failure should be enough deterrence for a team to deliberately shut of the camera in order to get a practice jump, but would not give the team the insecurity of getting no points at all, all depending the output of the VRPs decision.

6.2.1 Add a new item in the list of the Aims of the World Championships:
This requirement is an important guideline for the organisers, so that we run our competitions in an environment that is appealing and interesting for everyone at the site, in addition to the needs of communication of the competition to the external world.

Changes to Judging rules:

Discuss moving and maintaining the remainder of the needed judging rules of the Formation Skydiving event back to the competition rules.

Only chapters 1.3.1.7, 1.3.1.9, and 1.3.2 1&2 in the judging rules are not already covered in the competition rules. Chapter 1.3.2 1&2 may be obsolete (1.3.2.1 covers keeping a written time of the EXIT command, – 1.3.2.2 covers written records of weather conditions – windspeed), or can be covered at a more general level.


1.3.1.3 Delete entire chapter – absolute infringement rule.

This rule should not be necessary to keep, it caused confusion at the WPC, and the teams want a maximum number of viewings to relate to for their training purposes.

Discuss wheter the intention of this rule already is covered by the General Section regarding Complaints, GS 5.1.3 – together with the responsibilities of the Chief Judge, SC 6.9.1


Changes to Sporting Code:

5.2.6 Cameraman and other persons or objects on board or in the air.

  1. With the collective permission of the Meet Director, the Chief Judge and the competitors in question, a passenger or cameraman will be permitted to board the aircraft and in the case of a cameraman, will be permitted to exit with a formation skydiving or a freestyle skydiving or skysurfing team.

Added text:

This rule does not apply for the competitors in question in the case where the extra cameraman is an approved cameraman filming on behalf of the IPC to capture images intended for public and media use.

The change in wording is to reflect the need for teams to co–operate for the provisions of external images to media, so as not to deny an extra cameraman to film to provide images for TV etc.

This change would only apply for explicit cameramen filming "on the behalf of the IPC" whereas the IPC will have control of the quality of the cameramen, and does not include other external cameramen.
