It is intended that the IPC Mission Plan be a blueprint for the future development of the IPC, which transcends political, national, commercial, and personal interests of the individuals who develop and implement this Plan.
1. Identify Goal for the Development of the IPC's Sporting Events
1.1. Premise: IPC wants to move forward in a unified manner to develop its sporting events for the future
1.2. Propose an IPC Mission Statement which addresses the IPC's goal for its sporting events:
1.2.1. "The IPC's goal is to develop its sporting disciplines into events which are attractive to the athletes, to the event organizers, to the public, to the media, and to sponsors - thereby increasing participation at IPC events, increasing public viewing of IPC events, and increasing income within the sport."
2. Develop a Mission Plan to Achieve the IPC's Goal
2.1. Adopt a Practical Means for Achieving Goal
2.1.1. Pursue Long Term Goal (Inclusion in the Olympic Program)
2.1.2. Develop a Media Marketing Plan (To market IPC events to the media)
2.1.2.1. "Position" events to be attractive for TV programming (requires long term, professional effort)
2.1.2.2. Establish a universal "IPC Look" to "Brand" all IPC events
1) Develop a complete Event Presentation format using graphics and video
2) Present "IPC Look": On-site (events); On-line (website); On-air (TV); On paper (bulletins, etc.)
2.1.2.3. Develop, implement Ranking System for IPC competitors: Individuals, teams (videographers?)
2.1.2.4. Develop affiliation with News Media (improve & increase news coverage of IPC events)
2.1.3. Ensure "IPC Look" at IPC events by shifting technical responsibilities from event organizers to IPC
2.1.4. Update the format and structure for conducting IPC sporting disciplines
2.1.4.1. Develop a "Mondial" event structure which includes all IPC summer competition disciplines:
2.1.4.2. Develop common format for all IPC disciplines
2.1.5. Increase number of IPC events taking place each year
2.1.6. Develop IPC Technical System (TS) to conduct IPC events, and to present events on-site & on-line

2.2. Financial Means for Achieving IPC Goal
2.2.1. Develop a comprehensive Financial Plan: Logical, practical, and fiscally sound
3. Implement the IPC Mission Plan
3.1. Establish a Task Force (TF) to develop and implement the Mission Plan (among extended IPC Bureau)
3.2. Adopt a process for the TF to administrate the Mission Plan
3.2.1. IPC President provides TF with Mission Plan (Detailed Outline)
3.2.2. TF collaborates to identify primary elements, and refine focus of Mission Plan
3.2.3. A Mission Team is established to develop each primary element of Mission Plan
3.2.4. A Team Leader (TL) is designated to coordinate each Mission Team
3.3. Establish a time-line for implementing the Mission Plan (Schedule will be subject to modification)
3.4. Start to implement the Mission Plan
3.5. IPC President presents Mission Plan progress reports to IPC Delegates
