MINUTES OF THE CIA SAFETY SUBCOMMITTEE MEETING
HELD IN LAUSANNE ON MARCH 4TH 1999

REPORTS FROM SAFETY OFFICERS 1998:
The following reports from events has arrived to the subcommittee:
Baltic Cup 98, Sigulda Latvia, Safety Officer: Ted Moore (GBR)
11th European HAB Championships, Katrineholm, Sweden, Safety Officer: Peter
ANDERSSON (SWE)
It was noted that, out of seven sanctioned events, only two reports were received. The
delegates of countries in which sanctioned events take place, are requested to ensure that
the safety reports from the Safety Officers of those events are submitted as soon as
possible after the event.
SAFETY HANDBOOK:
MOTION: That the Safety Officers Handbook be accepted by the plenary as a CIA
Advisory Document.
The meeting noted that the handbook was AX oriented and that thought will be given to
the inclusion of sections relevant to other Lighter-than-Air disciplines.
It was decided that the handbook should be distributed as follows:
All Category 1 Event Safety Officers
Balloon Federations
SAFETY BULLETINS:
The proposed Web page of the Safety Subcommittee is to be developed by Garry Lockyer
(Can), who will also maintain the updates to the Safety Officers Handbook as may be
required from time to time.
The subcommittee agreed to regularly publish articles on safety related issues in the
CIA Newsletter.
MEDICAL
A contribution was received from John Grubbström on the necessity of pilots to be
aware that certain "off the shelf" medicines taken under different circumstances
could impact on their judgement abilities and that, in the same way as a pre-flight
inspection of equipment is done, pilots should consider their medical fitness prior to
each flight. John Grubbström agreed to do a report on medical self-examination for
publication by the Safety Subcommittee.
In order to get a better idea of the correlation between the extent of medical
examinations and the occurrence of medically related accidents it was decided to call for
the medical examination requirements of different countries as well as details of
medically related accidents in those countries. The object of the exercise is to establish
whether countries where medical examination requirements are more onerous actually have a
lower medically related accident rate. The information is to be collected by Thierry
Villey (FRA), Don Cameron (UK) and Koos Grobbelaar (SA).
GENERAL
The subcommittee agreed to put together a recommended reading list of publications on
safety related issues.
