CHAPTER 1
GENERAL PROVISIONS
1.1. FAI FLAG AND LOGOS
1.1.1. The FAI and its Members shall take appropriate measures to ensure legal protection, on a national and international basis, of the FAI flag and logo and the World Air Games logo.
1.1.2. FAI Members may use the FAI flag and logos within the framework of their activities in accordance with these By-Laws and instructions by the FAI Executive Board.
1.1.3. Each FAI Member is responsible for the observance in its Country of FAI rules governing the use and protection of the FAI flag and logos.
1.1.4. FAI Air Sport Commissions may design specific emblems for their respective disciplines. The design must be approved by the FAI Executive Board prior to production and use.
1.1.5. The use of the FAI flag, logos or emblems for any advertising or commercial purposes without prior written agreement of Executive Board is prohibited. However, the right to approve the use of the FAI flag, logos or emblems may be delegated to the FAI Secretary General or to FAI Members.
1.1.6. Copies of all contracts bearing on the FAI flag, logos or emblems shall be sent to the FAI Secretariat at the earliest practicable moment.
1.1.7. The FAI flag, logos or emblems may be exploited on behalf of FAI in the territory of FAI Members, provided that such Members (including event organizers) receive an equitable share of the proceeds thereof, the terms to be established by written agreement.
1.2. RULES FOR TRANSFER OF RIGHTS TO FAI INTERNATIONAL SPORTING EVENTS
1.2.1. Under Statute 1.8.1, FAI owns and controls all rights relating to international air sport events organised wholly or partly under the rules of the FAI Sporting Code. FAI Members shall, within their national territories, enforce FAI ownership of international air sport events and require them to be registered in the FAI Sporting Calendar in accordance with Statute 2.4.2.2.5. With the agreement of the Air Sport Commission concerned, any or all of FAI's rights to an event may be transferred by the FAI to an event organiser, subject to the restrictions indicated below.
1.2.2. Any FAI event organiser who wishes to exploit rights (see 1.2.3) to any commercial activity at such events shall seek prior agreement with FAI, in the form of an "Organiser Agreement". The FAI Secretariat shall maintain a standard format for such agreements, and make this available on request to FAI Members or event organisers.
1.2.3. The rights owned by FAI which may, by agreement, be transferred to event organisers include, but are not limited to:
- Advertising at or for FAI events
- Use of the event name or logo for merchandising purposes
- Use of any sound, image, program and/or data, whether recorded electronically or otherwise or transmitted in real time (including specifically all rights to the use of any material, electronic or other, including software, that forms part of any method or system for judging, scoring, performance evaluation or information utilised in any FAI Sporting Event).
1.2.4. Any person or legal entity that accepts responsibility for organising an FAI Sporting Event, whether or not by written agreement, in so doing also accepts the proprietory rights of FAI stated above. Where no transfer of rights has been agreed in writing, the FAI shall retain all rights to the event.
1.2.5. Regardless of any agreement on transfer of rights, FAI shall have, free of charge for its own archival and/or promotional use, full access to any sound and/or visual images of any FAI Sporting Event. The FAI also reserves the right to arrange at its own expense for any and all parts of any event to be recorded, filmed and/or photographed for such use, without payment to the organiser.
1.2.6. Each FAI Air Sport Commission may negotiate agreements, with FAI Members or other entities authorised by the appropriate FAI Member, for the transfer of all or parts of the rights in 1.2.3 above to FAI Sporting Events (except World Air Games events) in the discipline for which it is responsible under Statute 5.6.3, or waive the rights. Any such agreement or waiver, after approval by the appropriate Air Sport Commission President, shall be signed by FAI Officers in accordance with Statute 6.1.3.1.3.

CHAPTER 2 - MEMBERSHIP RULES AND PROCEDURES
2.1. APPLICATION FOR FAI ACTIVE MEMBERSHIP
2.1.1. To join the FAI as an Active Member the applicant shall forward to the FAI Secretariat a letter of application appropriately signed by its President, Secretary General or other duly authorised persons. This application shall be accompanied by :
2.1.1.1. - its Statutes and By-Laws, if any, in duplicate
2.1.1.2. -the names of its officers and the members of its Board of Directors
2.1.1.3. - the address of its headquarters
2.1.1.4. - a reply to the FAI questionnaire
2.1.1.5. - the payment for the first year's membership dues for the class in which membership is sought. If the application is not accepted, this payment shall be returned in full. If the application is referred to a different class than the one requested, and the applicant agrees to this, the balance of dues shall be paid by the applicant or refunded by the FAI as the case may be.
2.2. ACCEPTANCE OF ACTIVE MEMBER APPLICANTS
2.2.1. Acceptance of these applications shall be decided by the General Conference by a two thirds majority vote of Members present or represented.
2.3. VOTING RIGHTS OF ACTIVE MEMBERS
2.3.1. Subject to Sections 2.6., 3.4.1.5 and 5.6.2 of the Statutes, only Active Members shall be entitled to vote at a General Conference in accordance with paragraph 3.3.2. of the By-Laws.
2.3.2. Active Members shall have voting rights in the FAI Commissions as prescribed in Section 5.5. of these By-Laws.
2.4. APPLICATION FOR ASSOCIATE MEMBERSHIP
2.4.1. Application for Associate Membership shall follow the same procedure as that prescribed in paragraph 2.1.1. of these By-Laws.
2.4.2. The application must also include a written commitment that should FAI subsequently accept an Active Member to represent the same country, the Associate Member shall either affiliate with said Active Member or resign from FAI.
2.4.3. In cases where the country already has an Active Member, and the application for Associate Membership is being submitted under the special provisions of Statute 2.5.1.1. as a result of established breaches of that Active Member’s obligations towards FAI, the application must also include a written commitment that the Associate Member undertakes to affiliate with the Active Member or resign from FAI as soon as FAI determines that the present, or any subsequently elected Active Member is fully compliant with FAI’s Active Membership requirements.
2.5. ACCEPTANCE OF ASSOCIATE MEMBER APPLICANTS
2.5.1. Acceptances of these applications shall be voted on by the General Conference under the same conditions as those prescribed for an Active Member in paragraph 2.2.1. of these By-Laws.
2.6. VOTING RIGHTS OF ASSOCIATE MEMBERS
2.6.1. An Associate Member shall be entitled to vote at meetings of that Commission having jurisdiction over the discipline he represents.
2.7. APPLICATION FOR TEMPORARY MEMBERSHIP
2.7.1. Application for Temporary Membership shall follow the same procedure as that described in paragraph 2.1.1 of these By-Laws.
2.7.2. The application must also include a written commitment from the applicant to work towards fulfilment of the requirements for Active/Associate Membership.
2.8. ACCEPTANCE OF TEMPORARY MEMBER APPLICANTS
2.8.1. Applications shall be voted on by the General Conference under the same conditions as those prescribed for an Active Member in paragraph 2.2.1 of these By-Laws.
2.8.2. Continuation in membership is subject to annual approval by General Conference, by a two-third majority vote of Members present or represented.
2.9. SUBSTANTIATION OF AERONAUTICAL ACTIVITIES
2.9.1. Under Statute 2.4.2.2.8, Active Members are required to represent all air sport activities practised in their respective countries. Should the need arise, FAI may request any Member to substantiate the information previously provided to FAI on the number of aeronautical and astronautical activities which that Active Member represents. Should the response seem inadequate, FAI shall review that Active Member's status in FAI.
2.10. ACCEPTANCE OF INTERNATIONAL AFFILIATE MEMBERS
2.10.1. Acceptance of International Affiliate Members shall be voted on by the General Conference under the same conditions as those prescribed for an Active Member in paragraph 2.2.1. of these By-Laws.

CHAPTER 3 - GENERAL CONFERENCE RULES AND PROCEDURES
3.1. COMPOSITION OF DELEGATIONS
3.1.1. An Active Member's or Air Sport Commission’s official delegation to the General Conference shall consist of not more than five delegates, one of whom shall serve as Head of Delegation and its spokesman. Other members of the delegation shall obtain that individual's permission before they may address the General Conference.
3.1.2. Normally, each Associate Member may be represented at the General Conference by one non-voting delegate.
3.1.3. Each International Affiliate Member may be represented at the General Conference by one delegate with such voting rights as established under paragraph 2.5.2.1. of the Statutes.
3.1.4. FAI elected officers, Presidents of Technical Commissions or their personal representatives are not required to be considered part of any delegation in this context.
3.1.5. Persons listed under 3.1.4. and Observers shall be considered as delegates of their respective Countries for purposes of administration and transportation.
3.2. NOTICES AND AGENDA
3.2.1. At least 4 months before the date set for The Annual General Conference, the host organisation shall send notices to all FAI Members and those on the mailing list prepared by the FAI Secretariat.
3.2.2. Any Active or Associate Member or Air Sport Commission desiring to have an item included in the Agenda of an Annual General Conference shall transmit a proposal to the FAI Secretariat at least three months before the date set for the meeting. Such a proposal may not be rejected without consultation between the Member and the FAI President. To the extent feasible all proposals shall be sufficiently detailed for the issues to be understood beforehand.
3.2.3. FAI Technical Commissions may, through their Presidents, submit for consideration by the Executive Board proposals for items to be included in the Conference Agenda.
3.2.4. The Final Agenda for the Conference, including all matters received within the above time limits, shall be sent to all those listed in paragraph 3.1.1. of the Statutes not less than two months before the date set for the meeting.
3.2.5. During its proceedings the General Conference may decide by a two thirds majority vote of the Active Members in good standing and Air Sport Commissions present or represented to discuss action items not appearing on the Agenda or to alter the order of the items.
3.3. VOTING AT THE GENERAL CONFERENCE
3.3.1. Paragraph 2.3.1. of these By-Laws establishes the procedures by which each Active Member is assured of at least one vote at meetings of the FAI General Conference. Normally, Active Members who have not fully paid their annual dues shall not be eligible to exercise their voting rights.
3.3.2. Each Active Member shall have one or more votes according to size, the number and extent of air or space activities represented and the amount of subscription charged. Each FAI Air Sport Commission shall have one or more votes. The number of votes for each Active Member and each Air Sport Commission shall be determined by the General Conference.
3.3.3. Subject to paragraphs 3.3.4. and 3.3.5., an Active Member having no delegation at a General Conference may select another Active Member as proxy with the absent Member's voting rights.
3.3.4. Such delegation of voting rights shall require prior written notification to the FAI Secretariat and acknowledgement by the Member accepting the delegation.
3.3.5. An Active Member may not represent more than one other Active Member.
3.3.6. Voting by mail shall be acceptable only when a General Conference regards it as necessary to settle a specific matter and has previously established a procedure for this type of voting.
3.3.7. Any motion or amendment likely to require a resolution shall be submitted in writing to the President who shall have it read out to the Conference before a vote is taken.
3.3.8. A motion shall be voted on only after a vote on the amendments to it, starting with the last amendment moved and seconded.
3.3.9. Voting shall be by open or secret ballot. Open balloting may be carried out by the use of voting paddles or by roll call. Secret balloting shall be carried out by written ballots prior to which a committee of not less than three persons to count the votes shall be elected by open ballot.
3.3.10. A vote shall be compulsory whenever requested by two or more delegations. If requested by one or more delegations, such a vote shall be by secret ballot.
3.3.11. When a secret ballot is held, the following shall be considered as void : signed ballots ; ballots so marked that their source can be identified ; and, in the case of elections, ballots that name persons not standing as condidates.
3.3.12. When voting by secret ballot, each delegation shall be required to place in the ballot box as many ballots as the Active Member has votes. Every unmarked ballot shall be counted as an abstention.
3.3.13. In the event of a tie, a second vote shall be taken immediately.
3.3.14. In the event of a second tie, and subject to a contrary decision by the General Conference, the item shall be deferred until a later meeting of the Conference.
3.4. QUORUM
3.4.1. Under the provisions of paragraph 3.1.3. of the Statutes, a minimum of twenty five per cent of FAI Active Members in good standing shall constitute a quorum.
3.4.2. However, any vote on a matter not appearing in the Agenda shall be valid only if at least half of the Active Members are present.
3.5. MAJORITY
3.5.1. Unless stated otherwise in the Statutes or these By-Laws, decisions of the General Conference shall be taken on an absolute majority vote of the Active Members and Air Sport Commissions present or represented.
3.6. LANGUAGES
3.6.1. For working sessions at General Conferences simultaneous translation from English into French, Russian or Spanish shall be provided to any delegation that specifically requests it.
3.7. ADMINISTRATION OF AN EXTRAORDINARY GENERAL CONFERENCE
3.7.1. An Extraordinary General Conference shall be held in the city of the FAI headquarters, unless two thirds of the Members who plan to attend agree to another location.
3.7.2. Requests for the Conference shall include a documented draft of the Agenda.
3.7.3. To this Agenda the Executive Board may add those action items which it believes advantageous for the Conference to consider, provided that these additions are accepted by a two thirds majority vote of the Active Members and Air Sport Commissions present or represented at the Conference concerned.

CHAPTER 4 - EXECUTIVE BOARD RULES AND PROCEDURES
4.1. The Executive Board shall be convened by the President of FAI or at the direction of the General Conference.
4.2. The Executive Board members shall be notified not less than thirty days before the date scheduled for the meeting. Shorter notice may be used on a case by case basis if the Executive Board unanimously so decides.
4.3. The Executive Board's Agenda shall be approved by the FAI President and shall be attached to the notice convening the meeting. It shall include all matters referred to the Executive Board by the General Conference and the Presidents of Commissions Group, as well as day to day business within the Executive Board's competence.
4.4. During its proceedings the Executive Board may decide by a majority vote of its members present to consider off agenda items which are within its competence or to change the order of items on the Agenda.
4.5. Each Executive Board member has only one vote except as provided in Statute 4.1.2.
4.6. Decisions of the Executive Board will be taken on a simple majority vote of the Members present, subjection to the restriction at Statute 4.1.4. In the event of a tie, the President shall cast a deciding vote without appeal.
4.7. Minutes of Executive Board meetings shall be prepared and distributed as directed by the FAI President.
4.8. Any Active or Associate Member desiring to have an item included in the agenda of an Executive Board meeting shall transmit a proposal to the FAI Secretariat. Such a proposal may not be rejected without consultation between the Member and the FAI President. To the extent feasible all proposals shall be sufficiently detailed for the issues to be understood beforehand.

CHAPTER 5 - COMMISSION RULES AND PROCEDURES
5.1. ESTABLISHMENT AND DISESTABLISHMENT
5.2. THE FAI AIR SPORT GENERAL COMMISSION
5.2.1. The Commission shall consist of :
5.2.1.1. - Ten Active Members, each with one vote, to be elected by the General Conference. Prior to the election, Active Members shall declare the principal, and if desired alternate representatives who will be designated if the Member is elected.
5.2.1.2. - Presidents or duly appointed representatives of the FAI Air Sport Commissions, each with one vote.
5.2.2. Annually, five members of the Air Sport General Commission elected under 5.2.1.1. above shall go out of office by rotation. They may be re-elected for an unlimited number of terms. Elections shall be by secret ballot. For each round of voting, one ballot paper will be issued for each vote present at the General Conference. Only ballot papers containing the number of candidates' names corresponding to the pre-declared number of Air Sport General Commission vacancies shall be valid. A simple majority shall be required for election. If the number of candidates achieving a simple majority in the first round of voting exceeds the number of vacancies available, candidates will be elected in descending order of votes cast. If the number of candidates achieving a simple majority in the first round is insufficient to fill the vacancies, a second and subsequent rounds of voting will take place as required amongst those who did not achieve a majority, until the vacancies available are filled with candidates achieving a majority of votes cast. FAI Members elected to the Air Sport General Commission shall serve for a two-year term.
5.2.3. The officials of the Bureau as described in 5.4.1. shall be elected annually in accordance with the procedures set forth below. Their terms of office shall correspond to the FAI Year ending with the Annual General Conference and without regard to the actual date of their election.
5.3. REPRESENTATION AT MEETINGS OF FAI COMMISSIONS
5.3.1. Annually each Active Member may appoint one Delegate and one Alternate Delegate to each FAI Air Sport Commission (other than the FAI Air Sport General Commission) and Technical Commission. These appointments shall be reported to the FAI Secretariat not later than three months before the General Conference.
5.3.2. The list of names of Delegates and Alternate Delegates thus appointed shall be submitted to the General Conference for final approval.
5.3.3. At any time an Active Member may appoint a substitute who may take the place of the official Delegate or Alternate Delegate if those individuals are prevented from attending a meeting, if the official Delegate is elected to the presidency of the Commission, or if either the Delegate or Alternate Delegate is removed from office in his home country.
5.3.4. Every Associate Member may, under the same conditions, appoint a Delegate and Alternate Delegate to the FAI Commission whose air sport or technology it represents.
5.3.5. A national representative not yet approved by the General Conference must present proper credentials with copies direct to the FAI Secretariat from the Member organisation concerned in which case he or she shall represent that Member and have the right to vote.
5.3.6. An Active or Associate Member who has not appointed a Delegate to an FAI Air Sport Commission or Technical Commission may be represented at meetings of those bodies by a non-voting Observer.
5.3.7. If an FAI Member is unable to appoint a delegate who is either a citizen or resident of that Member's country, the FAI Member may appoint an individual who is a citizen or resident of another country provided that prior approval has been obtained from the FAI Member of that country, and that the person concerned has not represented another FAI Member during the previous 3 years.
5.3.8. Each Air Sport Commission may nominate a representative to attend meetings and to receive papers of each of the Technical Commissions. Such representatives may speak, but have no vote at such meetings.
5.3.9. Delegates to the FAI Environmental Commission should preferably have technical expertise in a relevant discipline, such as acoustics, environmental science, ecology or law.
5.4. OFFICIALS OF FAI AIR SPORT COMMISSIONS AND TECHNICAL COMMISSIONS
5.4.1. Each FAI Air Sport Commission and Technical Commission shall have a "Bureau", normally comprising the following officials:
- its President,
- one or more Vice-Presidents,
- one or more Secretaries.
5.4.2. If, between meetings of a Commission, the Bureau must exercice certain responsibilities, this delegation of powers and the resulting mandate shall be precisely defined by the parent body.
5.4.3. Decisions taken by the Bureau shall be communicated immediately to the FAI Secretariat for information and shall in due course be recorded by the Commission concerned.
5.4.4. Annually each Commission shall elect a President from among its approved Delegates or the existing President by secret ballot. If an absolute majority is not obtained on the first vote, a second vote shall be taken at which a plurality shall carry the election.
5.4.5. Presidents may be re-elected for an unlimited number of terms and shall take office upon election.
5.4.6. The President of an FAI Commission shall have the following duties :
5.4.6.1. - To represent the Commission over which he presides.
5.4.6.2. - During the Commission meetings, to direct the discussions and ensure compliance with the FAI Statutes, By-Laws, Sporting Code and Internal Regulations if any ; however, he shall not take part in any vote, except as provided for in paragraph 5.5.7.
5.4.6.3. - To prepare in writing a yearly report on the work done by his or her Commission and submit this report to the General Conference. When invited, the President shall present the report in person, verbally, to the General Conference. Further, special reports shall be made when requested by the FAI General Conference, the FAI Executive Board, or the FAI President.
5.4.6.4. - To review minutes of meetings as prepared by the Commission Secretary and notify the FAI Secretariat. This shall be done not later than 30 days after the meeting.
5.4.6.5. - A Commission President who has been nominated as his FAI Member's delegate shall no longer represent his Member's views while holding office on that Commission, and the Member's Alternate Delegate or another representative shall represent that Member's views and vote on behalf of that Member for the period the President holds office
5.4.6.6. - In the case of the President of an Air Sport Commission, to serve as a Vice-President of FAI.
5.4.7. Each FAI Air Sports Commission and Technical Commission may confer upon an outgoing President the title of Commission President of Honour. The Honoree may, if agreed to by the Member of the FAI he represented, be invited to take part in subsequent meetings of the Commission concerned.
5.4.8. Annually the Members of each FAI Air Sport Commission and Technical Commission shall elect by secret ballot and plurality vote one or more Vice-Presidents from among its approved Delegates.
5.4.9. A Vice-President shall continue to represent the FAI Member of which he is a Delegate unless he is called upon to act as President.
5.4.10. Vice-Presidents may be re-elected for an unlimited number of terms and shall take office upon election.
5.4.11. The Secretary of a Commission shall be elected by secret ballot and plurality vote and may be re-elected for an unlimited number of terms.
5.4.12. The Secretary may be chosen from outside the Commission, subject to agreement by the Member concerned.
5.4.13. The Secretary shall be responsible for preparing and sending the minutes of each meeting to its President and the FAI Secretariat within 18 days of that meeting's adjournment.
5.4.14. The Secretary, if not a Delegate, shall have no voting rights.
5.5. COMMISSION VOTING RULES
5.5.1. Subject to the provisions of Sections 5.3. and 5.4., each Delegate to an FAI Air Sport Commission or Technical Commission shall have one vote. In case the Delegate is unable to exercise this right, and subject to the provisions of Sections 5.3. and 5.4., the Alternate may vote on behalf of the Delegate.
5.5.2. If no alternate delegate is available and if no substitute has been appointed under the provisions of 5.3.3, a proxy may be given to one of the other delegates, except to the Commission President, who shall not have the right to cast proxy votes. All proxies must be given in writing and be signed by the President or Secretary General of the FAI Member concerned.
5.5.3. A Delegate may represent and vote on behalf of only one other Member of the FAI.
5.5.4. (Deleted 1993)
5.5.5. A secret ballot shall be compulsory when requested by any one of the Delegates or their representatives attending a meeting.
5.5.6. Unless otherwise specified in Commissions' Internal Regulations, decisions shall be taken on an absolute majority vote.
5.5.7. In the event of a tie in two successive votes, the President shall cast a deciding vote without appeal.
5.5.8. Voting rules for bestowing FAI awards are subject to special provisions contained elsewhere in these By-Laws.
5.6. GENERAL PROCEDURES FOR COMMISSIONS
5.6.1. A Commission shall meet when convened by its President or, in his or her absence, the senior ranking Vice-President available.
5.6.2. The notice convening the meeting shall be dispatched not less than forty five days before the date fixed for the meeting ; in cases of urgency, this time limit may be reduced by the Commission President after notifying the FAI Secretariat.
5.6.3. Commissions shall normally meet at FAI Headquarters. When meeting elsewhere than FAI Headquarters is under consideration, freedom of entry to the country concerned shall be a determinant factor. A Commission that has voted by a two thirds majority to meet in another place shall inform the Secretary General of FAI and consult with him about fixing a suitable date. The host organisation shall pay all costs, including suitable travel from FAI Headquarters to the meeting place, hotel accommodation, and administrative expenses of the FAI Secretary General and/or his authorized representatives. The host organisation may charge a registration fee for the range of services and events offered in connection with meetings held elsewhere than at FAI Headquarters. However, no approved delegate to a Commission shall be refused entry to Commission plenary or sub-committee working sessions on the ground that he has not registered.
5.6.4. A detailed Agenda for each Commission meeting shall be prepared at the direction of the President and shall be sent to all Delegates by the FAI Secretariat at the same time as the notice convening the meeting. The Commission's plenary meeting cannot make final decisions on items that do not appear on the agenda. For new items to be added to the agenda, at least two-thirds of the voting delegates present must agree.
5.6.5. Commissions shall be entitled to call on specialists for advice.
5.6.6. The minutes of each meeting, drafted by the Secretary and approved by the President, shall be sent by the FAI Secretariat to all Members of the Commission and to FAI Members and interested Associate Members as soon as possible, and not later than forty five days after the meeting.
5.7. RULES FOR COMMISSION SUBCOMMITTEES AND WORKING GROUPS
5.7.1. The presidency of subcommittees and working groups shall usually be held by Delegates to the Commission which created the subcommittee or working group. Presidents shall be elected annually by the parent body and may be re-elected.
5.7.2. In the event that the presidency of a subcommittee or working group is not to be held by a Commission Delegate the nomination shall be subject to the agreement of the Delegate from the prospective electee's FAI Member.
5.7.3. Any proposal by a subcommittee or working group shall be subject to the approval of the Commission concerned.

CHAPTER 6 - FAI ENFORCEMENT PROCEDURES
6.1. GENERAL
6.1.1. Section 2.8 of the FAI Statutes establishes general enforcement standards and penalties for FAI Members and bodies.
6.1.2. The specific procedures for applying these standards and penalties are set forth below.
6.2. VIOLATIONS BY INDIVIDUAL MEMBERS OF FAI MEMBER ORGANIZATIONS
6.2.1. When an FAI Member organisation is notified, or otherwise becomes aware, of a possible violation of the FAI Statutes, By-Laws or Sporting Code by one or more of its individual members, the head of that organisation shall appoint one or more of its officers to investigate the allegation(s).
6.2.2. The investigation shall seek, within forty five days, to ascertain the following :
6.2.2.1. - The facts ;
6.2.2.2. - Any extenuating circumstances ;
6.2.2.3. - Whether the alleged violation was willingly or knowingly committed ;
6.2.2.4. - Recommended penalty, if any.
6.2.3. Upon receipt of the investigation report, the head of the organisation shall notify the alleged violator if no penalty was recommended, in which case the matter shall be closed. No penalty shall be imposed if none was recommended by the investigating individual(s).
6.2.4. Should a penalty be recommended, the head of the organisation shall convene a meeting of that organisation's board of directors or executive committee to decide whether the recommended penalty or another penalty shall be imposed. Decision shall be taken on an absolute majority vote.
6.2.5. The head of the organisation shall notify the violator of the penalty voted. That individual may :
6.2.5.1. - accept the penalty without comment ; or
6.2.5.2. - accept the penalty with a formal comment ; or
6.2.5.3. - appeal against the penalty to the appropriate FAI body.
6.2.6. Annual reports on penalties imposed during the previous calendar year shall be forwarded to FAI by January 31 of each year.
6.3. VIOLATIONS BY AN FAI MEMBER ORGANIZATION
6.3.1. When FAI is notified or otherwise becomes aware, of a possible violation of the FAI Statutes, By-Laws or Sporting Code by one or more of its Members, the FAI Secretary General shall inform the Executive Board and shall determine whether or not the complaint or other notification received appears legitimate and worthy of investigation. If this is the case, the Member(s) concerned shall be invited to make comments, and any complaining party shall in turn be invited to comment on those responses. If these do not
satisfactorily resolve the issue, the Secretary General shall then invite the FAI President to appoint a Board of Inquiry consisting of three individuals to investigate the allegation(s). The Board of Inquiry shall invite all parties involved to submit evidence to the hearings, and if necessary to attend hearings in person. Each party shall pay their own expenses to attend hearings.
6.3.2. The investigation shall seek, within ninety days, to ascertain the following :
6.3.2.1. - The facts ;
6.3.2.2. - Any extenuating circumstances ;
6.3.2.3. - Whether the alleged violation was willfully or knowingly committed ;
6.3.2.4. - Recommended course of action. This may include, but shall not be limited to:
- rejection of the complaint ;
- setting of a time-limit by which all parties involved must have remedied the situation;
- financial penalties;
- recovery of sporting powers from the NAC to FAI;
- recommendation to General Conference for admission of additional Associate Members in a country where a NAC is in violation of FAI Statutes, By Laws or Sporting Code;
- recommendation to General Conference for a Member’s suspension or expulsion.
6.3.3. Upon receipt of the investigation report, the FAI President shall notify the alleged violator if no penalty was recommended, in which case the matter shall be closed. No penalty shall be imposed if none was recommended by the Board of Inquiry.
6.3.4. Should a penalty be recommended, the FAI President shall report the matter to the FAI Executive Board for decision as to the recommended penalty or another penalty. Decision shall be taken by majority vote of the Executive Board.
6.3.5. The FAI President shall notify the FAI member organisation involved. That member may :
6.3.5.1. - accept the penalty without comment ; or
6.3.5.2. - accept the penalty with a formal comment ; or
6.3.5.3. - file an appeal to the General Conference for consideration at the next meeting of the Conference.
6.4. NON-COMPLIANCE BY MEMBER ORGANIZATION
6.4.1. When FAI is notified, or otherwise becomes aware of a case involving failure by a member organisation to deal appropriately with violations of the FAI Statutes, By-Laws or Sporting Code by its individual members or failure to carry out its other obligations to FAI, the FAI President shall initiate an investigation in the same manner as set forth in paragraph 6.3.1.
6.4.2. The investigation and follow up procedures shall be identical to those set forth in paragraphs 6.3.2. through 6.3.5.3.

CHAPTER 7 - THE SECRETARY GENERAL AND THE FAI SECRETARIAT
7.1. GENERAL
7.1.1. The FAI Secretary General is responsible for the activities of the FAI Secretariat. The overall responsibilities and authority of the FAI Secretary General are set out in Chapter 8 of the FAI Statutes.
7.2. SPECIFIC RESPONSIBILITIES
7.2.1. Under the direction of the Secretary General, to assist all the elements of FAI in furthering the aims and objectives of the organisation ;
7.2.2. Maintaining the archives of the FAI ;
7.2.3. Homologating all air and space records ;
7.2.4. Maintaining the FAI accounts up to date and carrying out such transactions as are required for the day-to-day activities of the Secretariat in accordance with the authorities issued by the Executive Board, as set out in Statute 7.3.1.
7.2.5. Collecting all payments due to FAI and preparing vouchers for signature by the authorized individuals.
7.2.6. Establish, maintain and keep up-to-date such electronic communications (including the Internet) as may be required by FAI's activities, in conjunction with the constituent elements of FAI and the airsports community at large.
7.3. FAI WORKING LANGUAGES
7.3.1. English and/or French shall serve as the day to day working languages of the FAI Secretariat and for its correspondence.

CHAPTER 8 - FAI BUSINESS ACTIVITIES
8.1. FAI POLICIES
8.1.1. Notwithstanding the importance of FAI's income producing programmes, air sports, air sport competition and the quest for improved performance are FAI's principal reasons for existence. Business programmes must support and not replace these objectives.
8.1.2. The FAI Executive Board may negotiate business programmes and approve and execute agreements for their implementation.
8.1.3. Any business programmes to be implemented in the territory of a Member shall be discussed in advance with the affected Member.
8.2. DISTRIBUTION OF REVENUE
8.2.1. The distribution of revenue from sporting events shall be specified in the Organizer Agreement for the event.

CHAPTER 9 - FAI PUBLICATIONS
9.1. GENERAL
9.1.1. FAI shall issue publications regarding its activities and meetings and also the list of current air and space records. The FAI Secretariat is responsible for the issuing of all FAI publications.
9.1.2. FAI shall publish annually the principle events of the preceding year, such as Executive Board elections, the President's Report, Commission Reports, results of FAI Championships, medals and diplomas, the summary and conclusions of the Annual General Conference, lists of Commission delegates, membership changes, the FAI calendar and other items of interest.
9.1.3. Other publications, such as a magazine, may be issued with the approval of the Executive Board.

CHAPTER 10 - POLICIES AND PROCEDURES FOR FAI AWARDS
10.1. The following general principles shall govern the award of FAI Medals and Diplomas.
10.1.1. Purpose. The purpose of FAI medals and diplomas is to give public recognition to those who have made outstanding contribution to aeronautics and astronautics, especially in the field of sporting aviation.
10.1.2. Eligibility. Any person is eligible to receive a FAI award. Unless otherwise specified elsewhere in these By-Laws, a recipient need not have had any previous connection with FAI.
10.1.2.1. Medals and Diplomas may be awarded posthumously. In such cases, they shall be presented by the FAI to the FAI Member in the recipient's country. That FAI Member shall have the right to decide whether to retain the award or present it to the next-of-kin.
10.1.2.2. Except when specifically authorised in these By-Laws, no Medal or Diploma, other than De La Vaulx and Blériot Medals, may be awarded to the same individual more than once.
10.1.3. Nominations for Awards. Subject to the specific procedures set out elsewhere in these By-Laws, nominations for FAI Medals and Diplomas may be made by :
- FAI Members,
- FAI Executive Board,
- FAI Commissions,
- FAI President,
- FAI Secretary General.
10.1.3.1. In any given year, a FAI Member may propose only one candidate for each FAI Award, except when expressly stated otherwise.
10.1.3.2. The nomination of a candidate for an FAI award, whatever its origin, must be supported in writing by an authorised officer (President or Secretary General) of the FAI Member in the nominee's country.
10.1.3.3. Nominations for all FAI awards shall be sent to the FAI Secretariat together with citations not exceeding 100 words, and other supporting information required in these By-Laws, to arrive no later than two months before the FAI Commission meeting concerned (by 15 November each year for CIAM Medals and Diplomas) or four months before the General Conference in case of the General Awards shown in Chapter 11.
10.1.3.4. The FAI Secretariat shall submit to the appropriate Commissions for consideration all nominations for awards listed in Chapter 12.
10.1.3.5. Except where otherwise specified, the FAI Secretariat shall submit to the FAI Vice-Presidents for consideration all nominations for awards listed in Chapter 11.
10.1.4. Recommendation and Approval Procedures. When considering nominations for Medals and Diplomas, Commissions shall adopt the two-stage procedure described below. Before the procedure begins, any delegate present who is a candidate for the award in question shall be asked to leave the room for the duration of the discussion and voting. Any such person shall be deemed to have voted for himself.
10.1.4.1. A vote shall first be taken on whether or not to approve or recommend the award of the Medal or Diploma concerned in the year in question. This vote shall be open unless any Delegate requires a secret ballot.
10.1.4.2. If the result of the vote in 10.1.4.1. is positive, and if more than one nominee is under consideration, a secret ballot shall be held to determine the recipient of the award, following full discussion in closed session, with no written or taped record of the proceedings.
10.1.4.3. FAI Vice-Presidents will be invited to decide on nominations for awards listed in Chapter 11 by email voting. Detailed rules for the voting procedures will be decided by the FAI Executive Board
10.1.4.4. Unless otherwise specified, all results shall be determined by a simple majority.
10.1.4.5. No proxy voting shall be accepted.
10.1.5. Exemptions from Approval. No Commission or Vice Presidential approval is necessary for medals awarded automatically to holders of new World Records, nor for the Air Sport Medal.
10.1.6. Presentation of Awards. Except where otherwise indicated, Medals and Diplomas shall be presented to recipients during the Opening Ceremony of the General Conference, in accordance with protocol established by the FAI President, the FAI Secretary General and the organizing Member.
10.1.6.1. Names of recipients and citations shall be published by the FAI Secretariat prior to the Conference and distributed to the Press at the Conference.
10.1.6.2. Medals and diplomas for recipients not present at the opening ceremony shall become the responsibility of the delegation from the FAI Member concerned, who should arrange a suitable occasion for presentation.
10.1.7. Modification of Policy for Awards. If any changes are to be made to the rules for FAI Awards described in Chapters 10-12 of these By-Laws, these must be approved by the appropriate Commission and the FAI General Conference and promulgated to all FAI Members by 31st of December of the year preceding their entry into effect.

CHAPTER 11 - FAI GENERAL AWARDS
11.1. Except where awards are automatic or at the discretion of FAI Officers, the FAI Medals and Diplomas in this Chapter are awarded at the discretion of the FAI Vice Presidents. Nominations will be submitted directly to FAI Vice Presidents and will not be subject to prior screening by Commissions.
MEDALS
11.2. THE FAI GOLD AIR MEDAL
11.2.1. History. One of the FAI's two highest awards, this Medal was established in 1924 and first awarded in 1925.
11.2.2. Eligibility. The Medal is reserved for those who have contributed greatly to the development of aeronautics by their activities, work, achievements, initiative or devotion to the cause of Aviation.
11.2.3. Proposals may cover any period of time up to 31st of December of the preceding year.
11.2.4. Frequency and Number. Only one Gold Air Medal may be awarded annually.
11.2.5. Nomination and Approval Process. Procedures for nomination and approval shall be as laid down in Chapter 10, with the following additional conditions:
11.2.5.1. An absolute majority is required to determine the recipient of the Medal.
11.2.5.2. If, after the first ballot, no candidate has obtained an absolute majority, a new ballot shall be conducted between the two candidates who have polled the greatest number of votes. If the second ballot leads to no decisive result, a third ballot shall be conducted in the same way. If an absolute majority is still not obtained, no Medal shall be awarded in that year.
11.3. THE FAI BRONZE MEDAL
11.3.1. History. This Medal was established by the FAI in 1962.
11.3.2. Eligibility. The Medal is reserved for persons who have rendered eminent services to the FAI in administrative work, in Commissions, or in the organisation of FAI sporting events.
11.3.3. Frequency and Number. Only one Bronze Medal may be awarded annually.
11.3.4. Nomination and Approval Process. Procedures shall be as laid down in Chapter 10, with the following additional condition :
11.4. THE DE LA VAULX MEDAL
11.4.1. History. This Medal was established by the FAI in 1933 in memory of the Comte de La Vaulx, founder-member and past President of the FAI who lost his life in an aircraft accident while on a mission for the promotion of Aviation.
11.4.2. Eligibility. De La Vaulx Medals are awarded to all holders of recognised absolute world records established during the previous year.
11.4.3. Frequency and Number. No restrictions.
11.4.4. Nomination and Approval Process. Award is automatic (See 10.1.5)
11.5. THE LOUIS BLERIOT MEDAL
11.5.1. History. This Medal was established by the FAI in 1936 in memory of Louis Blériot, the great aviation pioneer and former Vice-President of the FAI.
11.5.2. Eligibility. Blériot Medals are awarded to holders of the highest records for speed, altitude and distance in a straight line established in the previous year by light aircraft of the first three sub-classes, as defined in Section 2 of the Sporting Code.
11.5.3. Frequency and Number. Three Blériot Medals may be awarded annually, one each for speed, altitude and distance.
11.5.4. Nomination and Approval Process. Award is automatic (See 10.1.5.)
11.6. THE FAI AIR SPORT MEDAL
11.6.1. History. The FAI Air Sport Medal was established by FAI Council in 1991, the 100th anniversary of Lilienthal's first flights.
11.6.2. Eligibility. The Medal may be awarded to individuals or groups for outstanding services in connection with air sport activities, e.g. for work in FAI Commissions, for organising World and Continental Championships, for training and educating new pilots, parachutists or aeromodellers, and for promoting aviation in general, especially with regard to young people.
11.6.3. Frequency and Number. Any number may be awarded. Numbered certificates will be provided by the FAI Secretariat.
11.6.4. Nomination and Approval. Applications for award of the FAI Air Sport Medal may be made at any time by FAI Members and FAI Commissions on a uniform application form obtainable from the FAI Secretariat. Each application shall be accompanied by a payment to cover the costs of the medal of an amount fixed from time to time.
11.6.4.1. Applications shall be subject to the approval of the FAI President or Secretary General. The Air Sport Medal may be presented on any appropriate FAI or national occasion.
11.7. THE SABIHA GÖKCEN MEDAL
11.7.1. History. The Sabiha Gökcen Medal was created in 2002, upon a proposal from Turk Hava Kurumu, and is supplied by the Turkish NAC. Sabiha Gökcen, winner of the FAI Gold Air Medal, was Turkey's first woman pilot and in 1937 became the world's first female military pilot. She was an inspiration to women pilots.
11.7.2. Eligibility. The Medal is reserved for the woman who performs the most outstanding achievement in any air sport in the previous year.
11.7.3. Frequency and Number. Only one Gökcen Medal may be awarded annually.
11.7.4. Nomination and Approval Process. Procedures for nomination and approval shall be as laid down in Chapter 10.
DIPLOMAS
11.8. THE DIPLOMA FOR OUTSTANDING AIRMANSHIP
11.8.1. History. This Diploma was established by the FAI in 1985.
11.8.2. Eligibility. It shall be awarded to a person or a group of persons for a feat of outstanding airmanship in sub-orbital flight during one of the previous two years which resulted in the saving of life of others or was carried out with that objective.
11.8.2.1. A pilot or crew of an aircraft engaged on a routine search and/or rescue mission shall not be eligible.
11.8.3. Frequency and Number. A maximum of two Diplomas may be awarded each year.
11.8.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
11.9. THE PAUL TISSANDIER DIPLOMA
11.9.1. History. This Diploma, established by the FAI in 1952, is named after Mr. Paul Tissandier, Secretary General of FAI from 1919 to 1945.
11.9.2. Eligibility. It may be awarded to those who have served the cause of aviation in general and sporting aviation in particular, by their work, initiative, devotion or in other ways.
11.9.3. Frequency and Number. Each year, each FAI Member may submit the names of 1, 2 or 3 candidates, according to their Class of Membership, as follows

11.10. PAST PRESIDENTS DIPLOMA
This Diploma was created in 1973. It is awarded to Past Presidents of the FAI in recognition of their services to FAI. The Diploma is accompanied by a distinguished lapel decoration (see By-Law 13.4).
11.11. THE FAI HONORARY GROUP DIPLOMA
11.11.1. History. These Diplomas were established in 1965 by the FAI.
11.11.2. Eligibility. They may be awarded to groups of people (design offices, scientific bodies, aeronautical publications, etc.) that have contributed significantly to the progress of Aeronautics
or Astronautics during the previous year or years.
11.11.3. Frequency and Number. Each year, an FAI Member may submit the names of two candidate groups, one for Aeronautics and one for Astronautics.
11.11.4. Nomination and Approval. Procedures shall be as described in Chapter 10.

CHAPTER 12 - FAI AWARDS FOR INDIVIDUAL DISCIPLINES
12.1. The FAI Medals and Diplomas in this Chapter may be awarded only upon the decision of the appropriate Air Sport or Technical Commission.
12.2. AWARDS FOR BALLOONING
(Subject to approval by the FAI Ballooning Commission)
12.2.1. THE MONTGOLFIER BALLOONING DIPLOMAS
12.2.1.1. History. These Diplomas, established by FAI in 1960, are named after Joseph and Etienne Montgolfier who built the world's first successful manned flying machine, a hot air balloon, in 1783.
12.2.1.2. Eligibility, Frequency and Number. Four Montgolfier Diplomas may be awarded annually, one to recognize each of the following :
12.2.1.2.1. - the best sporting performance in the previous Montgolfier year in Gas Ballooning ;
12.2.1.2.2. - the best sporting performance in the previous Montgolfier year in Hot Air Ballooning ;
12.2.1.2.3. - the best sporting performance in the previous Montgolfier year in Roziere Ballooning.
12.2.1.2.4. - A major contribution to the development of the sport of Ballooning in general.
12.2.1.2.5. The Montgolfier year starts on November 21st and ends on November 20th (UTC).
12.2.1.3. Nomination and Approval. Procedures shall be as described in Chapter 10, subject to the following additional conditions:
12.2.1.3.1. Each FAI Member may submit the names of four candidates, one in each of the categories defined in 12.2.1.2 above.
12.2.1.3.2. Each candidate must be a national or resident of the nominating Member's country. Candidates may be individuals or teams. In the case of awards for performance, teams shall consist of a Pilot-in-Command and other Flight Crew, but at least one person in a team must be a national or resident of the nominating Member's country. Where candidates consist of a team of different nationalities, the nominating FAI Member shall have the written permission of the FAI Members concerned.
12.2.1.3.3. In the event a Diploma is awarded to a team, each team member will receive a Diploma.
12.2.2. THE SANTOS-DUMONT GOLD AIRSHIP MEDAL
12.2.2.1. History. This medal, established in 1994, honours Alberto Santos-Dumont for his contributions to the development of the sport of flying airships, culminating in his historic flight around the Eiffel Tower in Paris, October 19, 1901, thus winning the Deutsch Prize.
100 medals were contributed by the Virgin Islands Aero Club.
12.2.2.2. Eligibility, Frequency and Number. One Santos-Dumont Gold Airship Medal may be awarded annually to recognize :
12.2.2.2.1. - the best sporting performance in the previous Montgolfier year (see 12.2.1.2.5.) in airships, or
12.2.2.2.2. - a major contribution to the development of the sport of Airship flying in general.
12.2.2.2.3. A Medal may also be awarded for a series of performances which together represent a remarkable sporting performance.
12.2.2.3. Nomination and Approval. Procedures shall be as described in Chapter 10, subject to the additional conditions applying to the Montgolfier Diploma described in 12.2.1.3.2 and 12.2.1.3.3 above.
12.3. AWARDS FOR GENERAL AVIATION
(Subject to approval by the FAI General Aviation Commission)
12.3.1. THE CHARLES LINDBERGH GENERAL AVIATION DIPLOMA
12.3.1.1. History. This Diploma was established by the FAI in 1983 on a proposal by the FAI General Aviation Commission.
12.3.1.2. Eligibility. The Lindbergh Diploma may be awarded annually to :
12.3.1.2.1. - individuals or organisations that have contributed significantly over a period of not less than ten years to the progress and success of General Aviation in either air sport or transportation, or in the work of international bodies concerned with General Aviation ; or
12.3.1.2.2. - to recognize technical breakthroughs in the field of General Aviation as an incentive toward general progress, and for the purpose of stimulating research and development of new concepts and equipment contributing to operational efficiency and flight safety.
12.3.1.2.3. Frequency and Number. Only one Lindbergh Diploma may be awarded annually.
12.3.1.3. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.4. AWARDS FOR GLIDING
(Subject to approval by the FAI Gliding Commission)
12.4.1. THE LILIENTHAL GLIDING MEDAL
12.4.1.1. History. This Medal, named after the famous early gliding pioneer Otto Lilienthal, was created by the FAI in 1938.
12.4.1.2. Eligibility. It may be awarded for a particularly remarkable gliding performance, or eminent services to gliding, to a currently active glider pilot who has :
12.4.1.2.1. - established an international record during the past year ; or
12.4.1.2.2. - made a pioneer flight (defined as a flight which has opened new possibilities for gliding and/or gliding techniques) ; or
12.4.1.2.3. - rendered eminent service to the sport of gliding over a significant period of time.
12.4.1.3. Frequency and Number. One Medal only may be awarded annually.
12.4.1.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.4.2. THE PELAGIA MAJEWSKA GLIDING MEDAL
12.4.2.1. History. This Medal was created by the FAI in 1989, following a proposal by the Aero Club of Poland, in memory of Madame Pelagia MAJEWSKA, eminent Polish glider pilot awarded the Lilienthal Medal for 1960, and holder of 17 world gliding records, who lost her life in an air accident in 1988. The Medal is offered to the FAI by the Aero Club of Poland.
12.4.2.2. Eligibility. The Pelagia Majewska Medal may be awarded annually to a female glider pilot to reward :
12.4.2.2.1. - a particularly remarkable performance in gliding during the past year, or
12.4.2.2.2. - eminent services to gliding over a long period of time.
12.4.2.3. Frequency and Number. One Medal only may be awarded annually.
12.4.2.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.4.3. THE PIRAT GEHRIGER DIPLOMA
12.4.3.1. History. This Diploma was created by the FAI in 2000 in memory of Pirat Gehriger, the first President of the International Gliding Commission (then Commission Internationale de Vol à Voile (CIVV)).
12.4.3.2. Eligibility. It may be awarded annually for eminent services to international gliding.
12.4.3.3. Frequency and Number. Normally, only one Diploma may be awarded annually. However, exceptionally, the International Gliding Commission may recommend the award of one or two additional diplomas.
12.4.3.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.5. AWARDS FOR ROTORCRAFT
(Subject to approval by the FAI Rotorcraft Commission)
12.5.1. THE FAI GOLD ROTORCRAFT MEDAL
12.5.1.1. History. This medal was established by FAI in February, 1993 upon the proposal of the FAI Rotorcraft Commission. The provision of the medals is arranged by that Commission.
12.5.1.2. Eligibility. The medal is to reward a particularly remarkable achievement in rotorcraft including use as a sporting vehicle, or eminent services to the development of rotorcraft over an extended period of time.
12.5.1.3. Frequency and Number. One Medal only may be awarded annually.
12.5.1.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.6. AWARDS FOR PARACHUTING
(Subject to approval by the FAI Parachuting Commission)
12.6.1. THE FAI GOLD PARACHUTING MEDAL
12.6.1.1. History. This Medal was established by the FAI in January 1968. The cost of the Medal is covered by the revenue from a 10,000 US Dollar endowment fund provided by Mr. J.A. Istel, President of Honour of the FAI Parachuting Commission.
12.6.1.2. Eligibility. The Medal may be awarded annually for an outstanding accomplishment in connection with parachuting. This may be in the realm of sport, safety, or, at the option of the Commission, an invention. It cannot be awarded to delegates to the FAI Parachuting Commission.
12.6.1.3. Frequency and Number. One Medal only may be awarded annually.
12.6.1.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.6.2. THE LEONARDO DA VINCI PARACHUTING DIPLOMA
12.6.2.1. History. This Diploma was established in 1970 by the FAI.
12.6.2.2. Eligibility. One Diploma a year may be awarded to a male or female parachutist who has :
12.6.2.2.1. - obtained at least three times consecutively the title of National Parachuting Champion ; or
12.6.2.2.2. - obtained at least once the title of Absolute Parachuting Champion and at least twice the title of Combined Champion at an international parachuting competition ; or
12.6.2.2.3. - successfully fulfilled the function of Chief Judge at least twice at an international competition and at least once at a World Parachuting Championship ; or
12.6.2.2.4. - fulfilled at least three times consecutively the function of International Judge at a World Parachuting Championship ; or
12.6.2.2.5. - established at least three World Parachuting records ; or
12.6.2.2.6. - fulfilled at least twice the function of Competition Director at an International Parachuting Contest, and at least once at a World Parachuting Championship ; or
12.6.2.2.7. - been appointed President of Honour of the FAI Parachuting Commission ; or served for at least ten consecutive years, and is still serving as, national delegate to the FAI Parachuting Commission.
12.6.2.3. Frequency and Number. One Diploma only may be awarded annually.
12.6.2.4. Nomination and Approval. Procedures shall be as described in Chapter 10, subject to the following additional condition :
12.6.2.4.1. Nomination, with accompanying dossiers shall reach the FAI Parachuting Commission by the date of the meeting previous to the meeting at which the award is voted.
12.6.3. THE FAUST VRANCIC MEDAL
12.6.3.1. History. This medal was established in 2001, following a proposal by the Aeronautical Federation of Croatia, in memory of Faust Vrancic.
12.6.3.2. Eligibility. The Medal may be awarded, on the decision of the FAI Parachuting Commission, for technical innovation or achievement in parachuting. It cannot be awarded to Delegates to the FAI Parachuting Commission.
12.6.3.3. Frequency and Number. One Medal will be provided annually by the Aeronautical Federation of Croatia.
12.6.3.4. Nomination and Approval. Procedures shall be as described in Chapter 10, subject to the following additional condition:
12.6.3.4.1. Nominations, with accompanying dossiers, shall reach the FAI Parachuting Commission by the date of the meeting previous to the meeting at which the award is voted.
12.7. AWARDS FOR AEROMODELLING
(Subject to approval by the FAI Aeromodelling Commission)
12.7.1. THE FAI AEROMODELLING GOLD MEDAL
12.7.1.1. History. This Medal was established in 1987.
12.7.1.2. Eligibility. It may be awarded annually to an aeromodeller of an FAI Member for outstanding merit in organisation activities. The recipient shall have :
12.7.1.2.1. - fulfilled at least twice the function of Competition Director or a similar function at World or Continental Championships ; or
12.7.1.2.2. - fulfilled at least three times the function of an FAI jury member at World or Continental Championships ; or
12.7.1.2.3. - fulfilled at least five times the function of a judge or a similar function at World or Continental Championships ; or
12.7.1.2.4. - served at least three years as a delegate to the FAI Aeromodelling Commission, or served another function therein ; or
12.7.1.2.5. - shown outstanding merits in developing aeromodelling by organisational activities.
12.7.1.3. Frequency and Number. One Medal only may be awarded annually.
12.7.1.4. Nomination and Approval. Nominations, giving full information about the candidate's activities up to December 31 of the preceding year, must be submitted on standard forms, available from the FAI Secretariat, and must arrive at the FAI Secretariat by November 15 of each year. In other respects, procedures shall be as described in Chapter 10.
12.7.2. THE ANDREI TUPOLEV AEROMODELLING MEDAL
12.7.2.1. History. This Medal was established in 1989.
12.7.2.2. Eligibility. It may be awarded to any aeromodeller who in the same year wins the World and National Aeromodelling Championships in the same class of models.
12.7.2.3. Frequency and Number. Not more than one medal may be awarded each year.
12.7.2.4. Nomination and Approval. The names of the candidates and their qualifications must reach the FAI Secretariat by November 15 of each year. In other respects, procedures shall be as described in Chapter 10.
12.7.3. THE ALPHONSE PENAUD AEROMODELLING DIPLOMA
12.7.3.1. History. This Diploma was established by the FAI in 1979, and amended in 1980.
12.7.3.2. Eligibility. The Diploma may be awarded to an aeromodeller of a FAI Member who has :
12.7.3.2.1. - obtained at least three times consecutively the title of national champion ; or
12.7.3.2.2. - obtained at least once the title of world champion ; or
12.7.3.2.3. - established at least three world records ; or
12.7.3.2.4. - other outstanding sporting achievements
12.7.3.3. Frequency and Number. Only one Diploma shall be awarded annually.
12.7.3.4. Nomination and Approval. Nominations, giving full information about the candidate's activities up to December 31 of the preceding year, must be submitted on standard forms, available from the FAI Secretariat, and must arrive at the FAI Secretariat by November 15 of each year. In other respects, procedures shall be as described in Chapter 10.
12.7.4. THE ANTONOV AEROMODELLING DIPLOMA
12.7.4.1. History. This Diploma was established in 1987 and is donated annually by the NAC of Russia to the FAI.
12.7.4.2. Eligibility. This Diploma may be awarded by the FAI to an aeromodeller of an FAI Member for technical innovations in aeromodelling. The Antonov Diploma may be granted more than once to the same person for different technical innovations made in different years.
12.7.4.3. Frequency and Number. Only one Diploma shall be awarded annually.
12.7.4.4. Nomination and Approval. Nominations, giving full information about the candidate's activities up to December 31 of the preceding year, must be submitted on standard forms, available from the FAI Secretariat, and must arrive at the FAI Secretariat by November 15 of each year. In other respects, procedures shall be as described in Chapter 10.
12.7.5. THE ANDREI TUPOLEV AEROMODELLING DIPLOMA
12.7.5.1. History. This Diploma was established in 1989 and is donated annually by the NAC of Russia to the FAI.
12.7.5.2. Eligibility. It may be awarded annually by the FAI to an aeromodeller of an FAI Member for an outstanding record performance in aeromodelling.
12.7.5.3. Frequency and Number. Only one Diploma shall be awarded annually.
12.7.5.4. Nomination and Approval. Nominations must reach the FAI Secretariat by November 15 of each year. In other respects, procedures shall be as described in Chapter 10.
12.7.6. THE FRANK EHLING DIPLOMA
12.7.6.1 History. The Frank Ehling Diploma was established in 1999 and is donated by the Academy of Model Aeronautics of the USA. It honours Frank V Ehling whose simple model designs have been used successfully on three continents.
12.7.6.2. Eligibility. The Diploma may be awarded annually for outstanding accomplishment, by an organisation or individual, in connection with the promotion of aviation through the use of flying models.
12.7.6.3. Frequency and Number. Only one Diploma shall be awarded annually.
12.7.6.4. Nomination and Approval. Nominations, giving full information about the candidate’s activities up to 31st December of the preceding year, must be submitted on standard forms, available from the FAI Secretariat and must arrive at the FAI Secretariat by the 15th November of each year. In other respects, procedures shall be as described in Chapter 10.
12.8. AWARDS FOR AEROBATICS
(Subject to approval by the FAI Aerobatics Commission)
12.8.1. THE LEON BIANCOTTO AEROBATICS DIPLOMA
12.8.1.1. History. This Diploma was established in February 1993 upon the proposal of the FAI Aerobatics Commission. Widely regarded as one of the finest aerobatic pilots of all time, Léon Biancotto was a member of the French aerobatic team. He lost his life practising for the first FAI World Aerobatic Championships in Bratislava, Czechoslovakia in 1960. Biancotto won the famous Lockheed Aerobatic Trophy in England on three of the six occasions it was held. In 1965, a competition known as the Biancotto Trophy was started and this eventually developed into the European Aerobatic Championships.
12.8.1.2. Eligibility. The Diploma may be awarded to individuals or organisations that have contributed significantly to the sport of aerobatics.
12.8.1.3. Frequency and Number. Only one Biancotto Diploma may be awarded each year.
12.8.1.4. Nomination and Approval. Procedure for selecting recipients of the Diploma shall be as set out in Chapter 10 of the By-Laws.
12.9. AWARDS FOR ASTRONAUTICS
(Subject to approval by the FAI Astronautic Records Commission)
12.9.1. THE GOLD SPACE MEDAL
12.9.1.1. History. The Gold Space Medal was established by the FAI in 1963 and is of equal stature with the FAI Gold Air Medal.
12.9.1.2. Eligibility. The Gold Space Medal is reserved for those who have contributed greatly to the development of Astronautics by their activities, work, achievements, initiative or devotion to the cause of Space.
12.9.1.3. Frequency and Number. One Medal only may be awarded annually.
12.9.1.4. Nomination and Approval. Procedures shall be as described in Chapter 10, but with the same requirement for an absolute majority as in the case of the Gold Air Medal (See By-Laws 11.2.5.1).
12.9.2. THE Yu. A. GAGARIN GOLD MEDAL
12.9.2.1. History. This Medal was established by the FAI in 1968 in honour of Astronaut Yu. A. Gagarin, who performed the first space flight by man on the 12th of April 1961. He lost his life on the 27th of March 1968 in a tragic aircraft accident while carrying out a training flight.
12.9.2.2. Eligibility. The Yu. A. Gagarin Gold Medal may be awarded to an astronaut who, in the previous year, is considered to have made the greatest achievement in Man's conquest of Space. The medal may also be awarded to a crew.
12.9.2.3. Frequency and Number. Normally, one Medal only is awarded each year. Exceptionally, 2 medals may be awarded.
12.9.2.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.9.3. THE V. M. KOMAROV DIPLOMA
12.9.3.1. History. This Diploma was established in 1970 by the FAI to honour the memory of Soviet Cosmonaut Komarov who participated in the world record space flight of Voskhod 1 in 1964, and who lost his life while serving on a cosmic flight.
12.9.3.2. Eligibility. This Diploma may be awarded to astronauts, members of multi-seater crews, for outstanding achievements in the field of exploration of outer space in the previous year.
12.9.3.3. Frequency and Number. The maximum number of crews to be recognized annually shall be three.
12.9.3.4. Nomination and Approval. Each year, an FAI Member may submit the names of two candidates (multi-seater crews) with supporting data. Nominations shall be processed by the FAI Astronautic Records Commission in accordance with Chapter 10.
12.9.4. THE KOROLEV DIPLOMA
12.9.4.1. History. This Diploma was established in 1988 upon a proposal by the FAI Astronautic Records Commission.
12.9.4.2. Eligibility. It may be awarded to technicians or engineers having worked in orbit or on a celestial body in building structures and/or their equipment, or in a non-planned restoration or repair of a broken device to make possible the continuation of a mission, and, on this occasion, having demonstrated human work in space.
12.9.4.3. Frequency and Number. Only one Diploma shall be awarded each year.
12.9.4.4. Nomination and Approval. Procedures shall be as described in Chapter 10, except that nominations must be received by 31st of January each year.
12.9.5. THE ODYSSEY DIPLOMA
12.9.5.1. History. This Diploma was established in 1988 upon a proposal by the FAI Astronautic Records Commission.
12.9.5.2. Eligibility. It may be awarded to a person or a group of persons whose actions, achievements, or works on earth, in space, or on a celestial body have safeguarded or may safeguard human life in space.
12.9.5.3. Frequency and Number. Only one Diploma shall be awarded each year.
12.9.5.4. Nomination and Approval. Procedures shall be as described in Chapter 10, except that nominations must be received by 31st of January each year.
12.10. AWARDS FOR HANG-GLIDING
(Subject to approval by the FAI Hang-Gliding and Paragliding Commission)
12.10.1. THE PEPE LOPES HANG - GLIDING MEDAL
12.10.1.1. History. This medal was established in February, 1993 in memory of Pedro Paulo "Pepe" Lopes of Brazil who was the World Hang Gliding Champion in 1981. His energy and good humour played a big part in developing Brazil as an important centre for international competitions. He died during a hang gliding competition in Japan in 1991. The provision of the medals will be arranged by the FAI Hang Gliding and Paragliding Commission.
12.10.1.2. Eligibility. The medal may be awarded for outstanding contributions to sportsmanship or international understanding in the sport of hang gliding. The medal will only be awarded for truly significant acts or services and will not necessarily be awarded every year.
12.10.1.3. Frequency and Number. Only one Medal shall be awarded each year.
12.10.1.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.10.2. THE FAI HANG GLIDING DIPLOMA
12.10.2.1. History. This Diploma was established by the FAI in 1979.
12.10.2.2. Eligibility. It may be awarded to an individual who is considered to have made an outstanding contribution to the development of hang gliding by his or her initiative, work or leadership in flight achievement.
12.10.2.3. Frequency and Number. Only one Diploma shall be awarded each year.
12.10.2.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.11. AWARDS FOR MICROLIGHT AVIATION
(Subject to approval by the FAI Microlight Commission)
12.11.1. THE COLIBRI DIPLOMA
12.11.1.1. History. This Diploma was established by the FAI in 1983, on a proposal by the FAI Microlight Commission.
12.11.1.2. Eligibility. It may be awarded each year to an individual who has made an outstanding contribution to the development of microlight aircraft.
12.11.1.3. Frequency and Number. Only one Diploma shall be awarded annually.
12.11.1.4. Nomination and Approval. Proposals may cover any period of time up to the 31st of December of the year prior to the year in which the proposal is submitted. Procedures for nomination and approval shall be as described in Chapter 10.
12.12. AWARDS FOR AVIATION AND SPACE EDUCATION
(Subject to approval by the FAI Aviation and Space Education Commission)
12.12.1. THE NILE GOLD MEDAL
12.12.1.1. History. This Medal was established in 1972. It is donated annually by the Aero Club of Egypt to the FAI.
12.12.1.2. Eligibility. It may be awarded to a person, group of persons or organisation to reward distinguished work in the field of aviation and space education, particularly during the year preceding its award.
12.12.1.3. Frequency and Number. Only one Medal shall be awarded each year.
12.12.1.4. Nomination and Approval. Procedures shall be as described in Chapter 10.
12.13. AWARDS FOR AMATEUR-BUILT AIRCRAFT
(Subject to approval by the FAI Amateur-Built & Experimental Aircraft Commission)
12.13.1. THE PHOENIX DIPLOMA AND GROUP DIPLOMA
12.13.1.1. History. These Diplomas were established by the FAI in 1978 and 1990 respectively.
12.13.1.2. Eligibility. They may each be awarded for the best reconstruction or restoration of a vintage (more than 30 year old) aircraft achieved by an individual amateur.in the case of the Phoenix Diploma, and by a group of any size or description (e.g. museum, sponsored group, society, company) in the case of the Phoenix Group Diploma.
12.13.1.3. Frequency and Number. Only one Diploma and one Group Diploma may be conferred each year.
12.13.1.4. Nomination and Approval. Procedures shall be as described in Chapter 10, subject to the following additional conditions :
12.13.1.4.1. Nominations shall be valid only when accompanied by a file containing :
- A description of the aircraft.
- Its history (it is desirable for the aircraft to be of some historical value).
- The name of the person or group responsible for the reconstruction or the restoration ;
- The number of original aircraft built ;
(The above data shall be contained on one page).
- At least one color picture and one black and white picture, minimum size : 18 cm x 24 cm, and the negative ;
- A 3 view drawing.
12.13.1.4.2. The FAI Amateur-Built & Experimental Aircraft Commission, in making its selection, shall consider :
- Age of the aircraft. The original prototype must predate the nomination by at least thirty years.
- Fidelity. The aircraft must be as faithful a copy of the original as possible.
12.13.1.4.3. The following special rules apply to voting in the FAI Amateur-Built & Experimental Aircraft Commission :
- A maximum of one hundred points, exclusive of bonus points, (see below) may be awarded by each Delegate for each proposal. The first round shall established a classification by points.
- Aircraft able to fly shall obtain a bonus of twenty per cent of the points awarded in both the first and second rounds.
- For the second round, not more than three leading candidates shall remain in competition ; the recipient shall be the individual obtaining the maximum number of points.
- A delegate shall not vote for a proposal from his or her respective country.
12.13.2. THE HENRI MIGNET DIPLOMA
12.13.2.1. History. Henri Mignet was a legendary French amateur aircraft builder, and designer of the popular 'Flying Flea'. This Diploma was established by the FAI in 1984 upon a proposal by the FAI Amateur Built Aircraft Committee. The award commemorates and should remain in the spirit of Henri Mignet's "Aviation for all" philosophy.
12.13.2.2. Eligibility. This diploma may be awarded to an amateur aircraft builder or a group of builders, who have
developed an aircraft of any category (including microlights) which has one or more of the following characteristics :
- Low cost of operation and of building,
- Simple design (use of non-sophisticated design practices and techniques),
- Ease of construction and maintenance,
- Outstanding flying characteristics,
- Special features and innovative concept.
12.13.2.3. The proposal may involve any of the following :
- use of "non aviation" engines
- alternate fuels
- use of alternate materials (non-aeronautical standards)
- low noise levels
12.13.2.3.1. The aircraft should have received its certificate of airworthiness or equivalent.
12.13.2.4. Frequency and Number. Only one Diploma may be awarded each year.
12.13.2.5. Nomination and Approval. Procedures shall be as described in Chapter 10, subject to the following additional conditions :
12.13.2.5.1. Proposals shall contain :
- a description of the aircraft - general characteristics including details of materials used, construction methods,
- a history of its development and building,
- the names of the designer(s) and the builder(s),
- three view drawings and a minimum of three photographs taken from various angles,
- - a short report of flight tests.
CHAPTER 13 - FAI BADGES
13.1. SPORTING BADGES
13.2. FAI GENERAL BADGES
FAI "Sporting Aviator" and "Air Sport Supporter" Badges may be awarded by FAI Officers, FAI Members and FAI Commissions and shall be supplied by FAI to FAI Members and Commissions subject to the following conditions :
13.2.1. "Sporting Aviator" badges may be worn by anyone active in an FAI air sport in any capacity. All FAI office-holders and Commission delegates shall be entitled to receive a badge at FAI expense. FAI shall supply FAI Members and Commissions with additional badges at cost for resale to other persons.
13.2.2. "Supporter" badges may be worn by members of the general public with no air sport affiliation. FAI shall supply them to FAI Members for resale.
13.3. COMPANION OF HONOUR BADGES
Companion of Honour badges shall be awarded as set forth in Chapter 14.
13.4. PAST PRESIDENT'S DISTINCTION
This badge shall be awarded to Past Presidents of FAI in accordance with By-Law 11.9.

CHAPTER 14 - FAI COMPANIONS OF HONOUR
14.1. APPOINTMENT
14.1.1. All FAI Companions of Honour appointed under rules applying prior to 31 December 1994 shall retain their status indefinitely.
14.1.2. The President of FAI may each year propose to the General Conference persons he considers suitable for appointment as Companions of Honour. Acceptance by the General Conference shall constitute appointment.
14.1.3. Appointments shall be for life unless cancelled by the General Conference in accordance with Section 14.4.
14.1.4. General Conference may appoint a coordinator for the FAI Companion of Honour programme, taking into account the results of a postal ballot amongst Companions of Honour, held once every 3 years under arrangements made by the Secretary General.
14.2. PRIVILEGES
14.2.1. Each FAI Companion of Honour shall receive a numbered diploma and badge to be presented as follows :
14.2.1.1. - Preferably, and with the consent of the FAI Member concerned, at the earliest possible Annual General Conference.
14.2.1.2. - Alternatively, at the Headquarters of the FAI Member concerned.
14.2.1.3. - If agreed upon by the FAI President and the FAI Member concerned, at some other suitable occasion.
14.2.2. An FAI Companion of Honour shall be on the mailing lists of all official publications of FAI and shall have access to all sporting events.
14.2.3. An FAI Companion of Honour shall be entitled to attend all General Conferences of FAI as an Observer.
14.2.4. An FAI Companion of Honour shall be entitled to receive all discounts and other special arrangements accorded to any approved Observer at a General Conference.
14.2.5. At Annual General Conferences, Companions of Honour shall be recognized as such, and a special seating area at the opening ceremony reserved for their use.
14.3. FUNCTIONS
14.3.1. Companions of Honour may elect biannually 3 of their number to serve as members of the FAI Awards Advisory Group.
14.3.2. Elections for the FAI Awards Advisory Group shall be carried out by postal ballot under arrangements made by the FAI Secretary General. For an election to be declared valid, a minimum of 10 Companions of Honour must return their ballot papers.
14.3.3. The Awards Advisory Group may examine all nominations for the FAI Gold Air Medal and the FAI Diploma for Outstanding Airmanship, and for any other FAI Awards, which fall outside the sphere of responsibility of a FAI Commission. It may determine, and advise the FAI Vice Presidents, whether or not each nomination meets the minimum criteria laid down for the award in By-Laws. However, it shall not make any comparative evaluation of the respective merits of different nominations for an award.
14.3.4. The Awards Advisory Group may make recommendations to the FAI Executive Board concerning the creation, abolition or restructuring of FAI awards, provided that these do not fall within the province of a particular FAI Commission.
14.4. CANCELLATION
14.4.1. General Conference may cancel a Companionship if, in its view or upon a recommendation of the FAI Member concerned, the Companion has failed to support or has opposed, the ideals, concepts or Statutes of FAI, or if the Companion has committed an act deemed by General Conference as making him or her unworthy to continue to hold this high honour.
14.4.2. The decision of General Conference to cancel a Companionship shall be taken by an absolute majority vote of its Members present.

CHAPTER 15 - RECOMMENDED MUSEUMS
15.1. GENERAL
15.1.1. The FAI General Conference may give recognition to deserving museum collections which educate the public, particularly children and young people, in the history and practice of air sport, aeronautics (including commercial and military aviation) and astronautics.
15.1.2. The criteria for recommendation of museums, and the procedures for application are set forth below.
15.2. CRITERIA
15.2.1. To be eligible for FAI recommendation, a museum must fulfil the following criteria :
15.2.1.1. Contain a significant aeronautical/astronautical collection, consisting predominantly of original artifacts (although a small proportion of replica aircraft may also be included).
15.2.1.2. Organise programs or events designed specifically for children and young people.
15.2.1.3. Catalogue its collection and arrange its displays in a logical manner, with due regard to historical context.
15.2.1.4. Have ready access to a person trained as a researcher, curator or conservator.
15.3. PROCEDURES
15.3.1. FAI Members (NACs) or FAI Commissions may make proposals for FAI recommendation of museums on standard application forms available from the FAI Secretariat.
15.3.2. Applications from NACs shall be signed by Presidents or Secretaries General. Applications from FAI Commissions shall be signed by Commission Presidents, who shall certify that they have obtained the consent of the NAC affected.
15.3.3. All applications shall include a certificate stating that the museum has been inspected by a suitably qualified person nominated by the NAC, and that the criteria listed in 15.2 above have been satisfied.
15.3.4. Applications shall be forwarded to the FAI Secretariat, accompanied by a fee that shall be determined annually by the Executive Board, to arrive by 31 December in each year.
15.3.5. The Awards Advisory Group may examine all proposals and make recommendations.
15.3.6. If General Conference decides to recommend a museum, a plaque will be awarded.
15.3.7. General Conference may at any time withdraw FAI recommendation of a museum if evidence shows that the criteria in 15.2 are no longer met.

CHAPTER 16 - CORPORATE PATRONS OF FAI
16.1. GENERAL
16.1.1. FAI may give recognition to companies and other institutions, such as research institutes, active in the fields of aeronautics and/or astronautics that wish to support FAI and the federation’s aims and objectives, as detailed in Statute 1.2., by appointing them as Corporate Patrons of FAI.
16.1.2. The procedures for application, and the privileges and benefits offered to Corporate Patrons of FAI are set forth below.
16.2. APPLICATION
16.2.1. To obtain the status of Corporate Patron of FAI, the applicant company or institution shall forward to the FAI Secretariat a letter of application appropriately signed by one or more duly authorised signatories. This application shall be accompanied by :
16.2.1.1. the company’s latest annual report,
16.2.1.2. the names and contact details of the primary Contact Person(s) to whom all correspondence will be addressed,
16.2.1.3. the address of its headquarters,
16.2.1.4. a reply to the FAI Corporate Patron questionnaire,
16.2.1.5. the payment for the first year’s support fees for the category in which the application is made. If the application is not accepted, the payment shall be returned in full. If the application is referred to a different category than the one requested, and the applicant agrees to this, the balance of dues shall be paid by the applicant or refunded by the FAI as the case may be.
16.2.2. Acceptance of these applications shall be decided by the General Conference.
16.3. PRIVILEGES
16.3.1. Each Corporate Patron of FAI shall enjoy the following privileges:
16.3.1.1. to have FAI approved world records which were sponsored and/or organised by the Patron, and flown using equipment manufactured or developed by the Patron ratified also in the name of the Patron, three per year free of charge;
16.3.1.2. to be able to use the FAI logo and name at discount rates;
16.3.1.3. to send a delegation of up to three individuals to attend General Conferences of FAI as observers;
16.3.1.4. to be invited to the annual FAI Awards Ceremony at which special corporate recognition will be given to Patrons;
16.3.1.5. to benefit from VIP reception facilities at designated FAI Championships;
16.3.1.6. to have opportunities for exclusive sponsorship of FAI Events;
16.3.1.7. to be duly credited and presented on the FAI web site;
16.3.1.8. to receive a regular newsletter about FAI World Record Activities.
16.3.2. Corporate Patrons which support FAI at the ‘Platinum’ support fee level will enjoy the following additional benefits :
16.3.2.1. to have a set of web pages on the FAI web site, co-branded with FAI, presenting the history of world records ratified, and championship achievements set by aircraft manufactured or developed by the Corporate Patron;
16.3.2.2. to have the opportunity to organise company/product presentations, and set up booths at FAI General Conferences and other FAI designated events;
16.3.2.3. to have the opportunity to submit feedback and suggestions to FAI and the relevant FAI Commissions on rules governing World Records. These feedback and suggestions will be channeled through a Patron representative nominated for that purpose to an FAI ‘World Records Advisory Forum’.
16.4. SUPPORT FEES
16.4.1. The support fees payable by each category of Corporate Patrons of FAI shall be established by the General Conference and paid by March 31 of each year.
16.4.2. Only Corporate Patrons of FAI that have satisfied all their financial obligations to the FAI will be able to enjoy the privileges listed in 16.3.
16.5. RESIGNATIONS AND CANCELLATIONS
16.5.1. Submittal by Corporate Patron.
16.5.1.1. Resignation may be submitted to the FAI Secretariat not later than the last day of December of any year by registered letter signed by the authorised signing officials of the resigning Corporate Patron. The support fees for the current year, if not paid yet, shall be due. If resignations are received after the first day of January, support fees for the following year shall be payable.
16.5.2. Cancellation by FAI.
16.5.2.1. General Conference may cancel the appointment of a Corporate Patron if the Patron has failed to satisfy its financial obligations to the FAI, or has opposed the ideals, concepts or Statutes of FAI.
